Job Description – EPC Tendering (HTLS / Conductors / Transmission Line Projects)
Position Title - Senior Manager / AGM – Tendering & Business Proposals (EPC – Power Transmission)
Location - Delhi NCR
Experience - 12–15 years (around 13 years ideal)
Salary - Up to 20 lakhs per Annum
Qualification
• B.E. / B. Tech (Electrical / Mechanical / Civil preferred)
• MBA (Marketing / Finance) preferred
• Strong technical-commercial understanding of transmission line/ EHV EPC is mandatory
Role Objective
To lead the end-to-end tendering and proposal function for HTLS Conductors, Conventional Conductors, and Transmission Line EPC projects, ensuring high-quality techno-commercial submissions, competitive positioning, risk-controlled bidding, and alignment with long-term business strategy in PSU / utility markets.
Core Responsibility
Ownership of the complete tender lifecycle — from tender evaluation to bid strategy, preparation, submission, negotiations, and order finalization — with a strong understanding of technical, commercial, contractual, and risk dimensions of transmission projects.
Key Responsibilities
Tender Strategy & Bid Management (Leadership Role)
• Lead evaluation of tenders from utilities such as:
o PGCIL
o State Transcos (GETCO, OPTCL, KSEB, MPPTCL, RVPNL, etc.)
o Discoms
• Decide bid / no-bid strategy in consultation with management.
• Define winning bid strategy considering:
o Technical eligibility
o Qualification requirements (QR)
o Competitive landscape
o Risk exposure
o Pricing intelligence
Deep Expertise in HTLS & Conductors
• Strong understanding of:
o HTLS conductors (ACCC / ACSS / Invar / Carbon composite core types)
o Conventional conductors (AAAC, ACSR, AAC, etc.)
o Hardware fittings
o OPGW / ADSS (preferred)
• Ability to interpret:
o Technical specifications
o GTPs
o Type test requirements
o CEA / PGCIL / Utility standards
• Support business positioning for IDDM / Make-in-India / Indigenous technology advantage.
Techno-Commercial Proposal Preparation
• End-to-end ownership of:
o Pre-bid analysis
o Tender queries & deviations
o Preparation of:
▪ Technical compliance
▪ GTP
▪ Deviation sheets
▪ Commercial formats
▪ BOQ interpretation
▪ Price schedules
o Consortium / JV structuring (if applicable)
• Ensure submissions are 100% compliant and audit-ready.
Contractual & Risk Evaluation
•Evaluate and advise management on:
o LD clauses
o Performance guarantees
o Warranty obligations
o Indemnity clauses
o One-sided risk clauses
o Payment terms
o BG exposure
• Flag high-risk clauses and recommend mitigation strategies.
Costing & Pricing Coordination
• Coordinate with:
o Projects
o Engineering
o SCM
o Finance
o Manufacturing to build realistic, competitive, and profitable pricing.
• Understand cost structures of:
o Towers
o Conductors
o Hardware
o Civil works
o Survey & design
o Logistics
o Subcontracting
Client Interface & Negotiation
• Represent the organization in:
o Pre-bid meetings
o Post-bid clarifications
o Technical discussions
o Commercial negotiations
• Handle high-level engagement with utility officials and consultants.
• Support closure of orders through professional negotiation.
Market Intelligence & Competitive Tracking
• Track competitor activities (Apar, Sterlite, Gupta, CTC Global, etc.)
• Monitor changes in qualification requirements (QRs).
• Identify emerging opportunities in:
o HTLS reconductoring
o Uprating of existing lines
o RDSS schemes
o Green corridor projects
• Support management with market strategy inputs.
Key Skills & Competencies
• Deep EPC tendering expertise (not just document compilation)
• Strong understanding of transmission engineering + commercial impact
• Ability to read between the lines of tender clauses
• Strategic thinking and bid positioning
• Strong drafting skills (tender queries, deviations, letters)
• Excellent Excel + documentation control
• Confident interaction with senior utility officials
• High ownership and decision maturity
