About the Department

Under the general supervision of the Library Director, this position performs a variety of routine and complex supervisory, clerical, administrative and technical work which requires initiative and considerable independent judgment in the application of prescribed policies, procedures and methods, including responsibility for all operations in the Director’s absence and duties necessary to plan, direct, implement and evaluate library services

Schedule

This Non Union 35 hours a week position will work a schedule of 9am to 5pm Monday through Friday with a 1 hour unpaid lunch. This position will work evenings or Saturdays as needed.


Salary

$76,429 - $84,770 Annually, Non Union, 7 hour shift  


Position Duties

  • Implements library system operating policies and procedures established by the Library Board of Trustees and/or Library Director;
  • Attends Library Board Meetings, prepares programming reports, and makes presentations; 
  • Communicates library system plans, policies and procedures to staff and public;
  • Works with the Director to establish goals and objectives for the Library, and develop and implement policies and procedures to accomplish them;
  • Supervises library staff and Branch Manager;
  • Prepares work schedules for central library including planning and organizing  workloads and staff assignments: 
  • Trains and evaluates staff including reviewing progress and directing changes as needed; 
  • Manages library room reservation system;
  • Collaborates with the Community Learning Center Coordinator and Program Librarians on major publicity, promotional and public relations activities;
  • Coordinates and manages library social media and monthly event calendar;
  • Participates in hiring processes and the application of Town’s personnel policies;
  • Assists in budget planning and management;
  • Determines work procedures and standardizes procedures to improve efficiency and effectiveness of library operations; 
  • Guides technology development and coordinates with Town IT Department as needed;
  • Determines utilization of library space and layout of library collections, materials, and equipment;  
  • Provides reference and reader’s advisory services in the Adult and Children’s Departments  when needed;
  • Assists in administration of collection development budget for the library and other bequests or grants received; 
  • Assists with bookkeeping and payroll tasks to coordinate coverage of those duties as necessary;
  • Prepares a variety of reports and maintains necessary operating records;
  • Designs statistical reports and compiles data for annual reports; 
  • Assists the Library Director in the development of short and long-range library plans; 
  • Reads professional literature to be cognizant of new developments and trends in library service; 
  • Gathers and interprets data about library usage and reports findings to the Library Director; 
  • Represents the Director at meetings and conferences when needed;
  • Attends professional meetings and participates in professional associations and community organizations on library’s behalf as needed;
  • Performs other duties as assigned and consistent with this position. 
  • Promotes interest in library programs through publicity, program brochures, cooperation with various community groups, and public contacts; 
  • Speaks before citizen groups, students and other business and civic organizations; 
  • Aids with desk coverage as needed; 
  • Schedules and coordinates the use of the meeting room in accordance with the policy established by the Library Board of Trustees; 
  • May be assigned a regular schedule of varied days, nights and weekends as required to fulfill the operating hours of the library; 
  • Serves as administrative liaison with Friends of Library;
  • Serves as a member of various committees as required; 
  • Assists staff in the performance of their duties as needed.

Minimum Qualifications

Education and Experience

  • Master’s Degree in Library Science from an American Library Association accredited graduate program and three (3) or more years of library work with at least one in a supervisory capacity, or equivalent combination of education and experience.
Necessary Knowledge, Skills, and Capabilities
  • Considerable knowledge of the principles and practices of modern library operations, particularly those pertaining to adult, children’s and young adult services and community library needs; 
  • Ability to effectively use the various automated information access resources utilized in a contemporary public library setting with a high degree of proficiency and accuracy; 
  • Working knowledge of library collection development;
  • Working knowledge of the principles and practices of office management, work organization and supervision;
  • Ability to plan, organize, and coordinate the operation of a library within the context of the Town library system; 
  • Ability to communicate effectively, verbally and in writing; 
  • Must have thorough knowledge of Microsoft Office software;
  • Ability to establish and maintain effective working relationships with fellow employees, staff, patrons and others;
  • Ability to listen and respond tactfully to patron concerns and complaints; 
  • Ability to drive an automobile;
  • Working knowledge of library circulation software; 

Required Licenses
  • Requires valid state driver’s license or ability to obtain same prior to employment.
