The Louisiana Department of Environmental Quality’s (LDEQ) mission is to provide service to the people of Louisiana through comprehensive environmental protection in order to promote and protect health, safety and welfare.
Join the team that safeguards Louisiana’s water resources through advanced engineering and scientific analysis. As the senior technical expert for the state’s Water Quality Modeling and TMDL Program, you’ll guide complex modeling decisions, shape statewide water quality strategies, and mentor the next generation of environmental engineers and scientists.
Position Duties
Possession of a current Louisiana license to practice professional engineering plus one of the following:
Two years of licensed engineering experience; or
Six years of professional engineering experience.
EXPERIENCE SUBSTITUTIONS:
A master's degree in engineering will substitute for one year of professional engineering experience.
A doctorate degree in engineering will substitute for two years of professional engineering experience.
Advanced degrees will substitute for a maximum of two years of professional engineering experience.
There is no substitution for licensed engineering experience.
NOTES:
Engineering experience gained while licensed as a professional engineer will be accepted as licensed engineering experience.
Engineering experience gained after earning an ABET-accredited degree and prior to earning a professional engineer's license (e.g., as an engineer intern applicant, engineer intern, or equivalent) will be accepted as professional level engineering experience.
Applications will be accepted from persons licensed to practice professional engineering in states other than Louisiana. If one of those applicants is selected for the position, he/she will be required to obtain a Louisiana license prior to appointment. The hiring agency will verify that all licensing requirements are met.
Louisiana Professional Engineer licenses are issued by the Louisiana Professional Engineering and Land Surveying Board. Licensing requirements may be viewed at www.lapels.com.
Supplemental Qualifications: Two years of environmental engineering experience at or above the Engineer 3 level working with Total Maximum Daily Loads (TMDL) development, including hydrologic and water quality modeling and water quality criteria and standards activities.Minimum Qualifications

Other Qualifications
Job Duties:
Serve as the senior technical authority for water quality modeling and TMDL development, providing expert guidance to division leadership.
Review, approve, and coordinate complex engineering analyses, modeling studies, and consultant work supporting statewide TMDL requirements.
Lead training and technical development for engineering and scientific staff in hydrology, hydraulics, modeling, GIS/GPS, and field procedures.
Support strategic planning by advising on workloads, priorities, resource needs, and funding opportunities for TMDL program activities.
Represent the Water Planning Division in meetings with regulated facilities, government agencies, and the public on TMDL and water quality modeling issues.
Position-Specific Details:
Appointment Type: This position may be filled as either a probational appointment, job appointment (a temporary appointment not to exceed four years), or promotion of permanent classified employee. If the position is filled as a job appointment, it could be converted to a probational appointment should funding become available.
Domicile: East Baton Rouge
Compensation: This position offers a Special Entrance Rate (SER) listed below. This is the minimum compensation that may be offered. The job title and salary offered will be determined based on qualifications and experience.
- Engineer 6 DCL - $41.45 per hour
