About the Role
The Solution Architect will act as the technical counterpart to the Senior Advisor within the governance pod in the Office of the ACS, H&UDD.
This role brings together solution architecture, technical governance, vendor accountability, and internal advocacy to:
● Establish SUJOG and related systems as a unified Digital Public Infrastructure (DPI) for urban governance in Odisha.
● Translate departmental priorities into scalable, robust, and interoperable digital solutions.
● Reduce fragmentation and vendor lock-in while accelerating safe and cost-effective digital adoption across H&UDD and ULBs.
We are seeking a Solution Architect who combines strong hands-on technical expertise with architectural leadership, and who can clearly communicate complex concepts while influencing senior government stakeholders. The role requires comfort in multi-stakeholder public-sector environments and a strong grasp of modern application architectures.
Key Responsibilities
1. Architecture and Platform Stewardship
● Serve as the principal solution architect for key H&UDD digital systems, including SUJOG, SUJOG Works for MSBY, Digital Door Numbering, the Unified Administrator Dashboard, AI Innovation Hub use cases, revenue systems, and related platforms.
● Convert program and departmental requirements into clear technical architectures and roadmaps aligned with DPI and open-platform principles.
● Define and enforce architecture standards and non-functional requirements such as performance, reliability, resilience, security, observability, and cost efficiency.
● Maintain an up-to-date architecture map of H&UDD’s digital ecosystem, including integrations with identity, payments, SFC, Finance IFMS, GA&PG, and other systems.
2. Technical Governance, Vendor Accountability, and Platform Evolution
● Act as the internal technical owner for SUJOG and related platforms, while vendors and partners handle execution.
● Ensure vendors and system integrators meet performance, reliability, security, and data quality expectations through SLAs, monitoring dashboards, and technical reviews.
● Ensure all new designs and enhancements:
○ Follow DPI principles (modular, API-driven, configurable, reusable, standards-based).
○ Avoid unnecessary customizations that increase long-term complexity and cost.
○ Reuse existing SUJOG components wherever possible.
● Provide technical sign-off on major change requests before administrative approval.
● Help H&UDD reduce vendor lock-in by promoting open standards, open APIs, shared data models, and proper documentation.
3. Solution Design for Key Programs (MSBY, GoHRM, Revenue, etc.)
● Architect and oversee SUJOG Works for MSBY and related schemes, ensuring the system generates reliable, system-based data for GoHRM and public financial management.
● Work with program, finance, and engineering teams to ensure systems support:
○ Transparent project and works management.
○ Reliable performance and workload data.
○ End-to-end expenditure traceability.
● Design and guide digital solutions for revenue enhancement, including improved mapping of properties, assets, and services into billing and collection systems.
4. Partner Enablement and Ecosystem Support
● Serve as a technical advisor to TASU, system integrators, and implementation partners.
● Conduct architecture reviews, solution walkthroughs, and technical clarifications without engaging in daily coding.
● Develop and maintain reference architectures, templates, guidelines, and checklists for partner compliance.
● Ensure consistent feedback from ULBs and field teams informs product improvements and bug-fix priorities.
5. AI, Data, and Analytics Enablement
● Collaborate with the AI Innovation Hub and ARF teams to define and prioritize AI and analytics use cases such as performance analytics, complaint clustering, project risk flags, and revenue risk detection.
● Ensure proper data models, pipelines, and APIs support these use cases while maintaining data quality and privacy.
● Provide technical leadership for executive dashboards, including the AI-enabled Administrator Dashboard for senior officials.
6. Internal Advocacy and Support to Emerging Institutions
● Advocate for smarter use of digital platforms within H&UDD to improve citizen-centric service delivery.
● Identify new use cases where SUJOG DPI can reduce manual processes and improve outcomes.
● Provide technical support to emerging institutions such as a Centre of Public Service Excellence (CPSE), particularly around innovation, standards, and system integration.
7. External Representation and Knowledge Sharing
● Represent H&UDD at technical conferences, workshops, and knowledge forums at state, national, and international levels.
● Contribute to case studies, technical notes, and presentations documenting Odisha’s digital governance journey.
Required Skills & Experience
Experience
● Bachelor’s degree in Engineering, Computer Science, or a related field.
● 8–12 years of IT experience with strong expertise in end-to-end software architecture, solution design, and technical leadership.
● Experience working with distributed teams and mentoring internal and partner engineering teams.
● Prior experience with public-sector platforms or Digital Public Goods is a strong advantage.
Technical Competency
● Proven expertise in microservices-based, API-driven architectures for scalable, secure, and modular systems.
● Experience architecting and governing large-scale platforms in the public sector, DPI, or complex enterprise environments.
● Strong hands-on experience with Java/Spring Boot or similar enterprise back-end stacks, microservices, REST APIs, and distributed systems.
● Knowledge of Python and Analytics is an added advantage.
● Hands-on experience with PostgreSQL or any other SQL database.
● Indepth knowledge of GIT, Maven, Jenkins, YAML/JSON, Open API Contract - Swagger
● Knowledge of Elasticsearch, NodeJS, and ReactJS.
● Familiarity with modern infrastructure such as containers, kubernetes, cloud environments, CI/CD, and integration patterns.
● Experience working with government or multi-vendor ecosystems is highly desirable.
● Strong understanding of SDLC, release management, and DevOps practices in large-scale production environments.
Project & Communication Skills
● Ability to collaborate effectively with cross-functional, multidisciplinary teams.
● Strong communication skills with both technical and non-technical stakeholders, from ULB staff to senior officials and vendor leadership.
● Alignment with open-source, public-good, and citizen-centric governance values.
● Experience conducting enablement sessions, architecture reviews, and technical workshops.
● Strong documentation and knowledge-sharing practices.
● Commitment to serving a full two-year term in the department.
