<strong>Role Overview</strong><br> The Programmer Analyst – Electronic Laboratory Reporting (ELR) Specialist supports communicable disease informatics initiatives within a public health surveillance environment. This role focuses on ELR onboarding, HL7‑based data integration, production monitoring, and system interoperability. The position works closely with informatics, epidemiology, and integration teams to ensure accurate, timely laboratory data exchange and support broader disease surveillance systems.<br><br>
</div><div><strong>Key Responsibilities</strong></div><div><strong>Electronic Laboratory Reporting & Interoperability</strong></div><ul>
<li>Complete ELR onboarding using HL7 version 2.5.1 standards</li>
<li>Support integration and processing of laboratory data submitted via HL7 and alternate formats</li>
<li>Assist with parallel validation, LOINC code assignments, and production ELR error resolution</li>
<li>Coordinate and manage interoperability vocabulary within disease surveillance systems</li>
</ul><div><strong>System Monitoring & Issue Resolution</strong></div><ul>
<li>Monitor ELR production environments including alerts, dashboards, and data flow status</li>
<li>Independently investigate ELR processing issues and propose corrective solutions</li>
<li>Identify and resolve data quality, processing, and integration issues</li>
</ul><div><strong>Integration & Interface Development Support</strong></div><ul>
<li>Collaborate with integration developers to enhance existing routes or define new processing routes</li>
<li>Support interface development and maintenance activities related to ELR workflows</li>
<li>Assist with laboratory data processing submitted via flat files or non‑HL7 formats</li>
</ul><div><strong>Stakeholder Coordination & Communication</strong></div><ul>
<li>Act as a liaison to downstream users of laboratory data within public health programs</li>
<li>Communicate ELR issues, resolutions, and processing updates clearly to stakeholders</li>
<li>Support coordination of routine and ad‑hoc ELR maintenance activities</li>
</ul><div><strong>Reporting, Analysis & Documentation</strong></div><ul>
<li>Support analytical and statistical programming tasks using SQL or related tools</li>
<li>Maintain documentation related to ELR onboarding, workflows, and issue resolution</li>
<li>Contribute to dashboards and reporting supporting surveillance system operations</li>
</ul><div><strong>Required Qualifications</strong></div><ul>
<li>1 or more years of experience supporting ELR onboarding or maintenance in a public health environment</li>
<li>Experience working with HL7‑based laboratory data exchanges</li>
<li>1 or more years of experience supporting interface development or integration specifications</li>
<li>Experience with Rhapsody or collaboration with Rhapsody developers</li>
<li>Experience writing analytical or data processing code using SQL, SAS, or R</li>
<li>Proficiency with XML data structures</li>
<li>Strong written and verbal communication skills</li>
<li>Proficiency with Microsoft Office tools</li>
</ul><div><strong>Preferred Qualifications</strong></div><ul>
<li>Experience supporting state or local public health surveillance systems</li>
<li>Experience managing small projects or coordinating informatics initiatives</li>
<li>Experience supporting disease surveillance or epidemiology data workflows</li>
