Context
The position is located within the Indian Ocean East team of the Global Maritime Crime Programme (GMCP), based in New Delhi, India, within the UNODC Regional Office for South Asia (ROSA). Under the overall supervision of the ROSA Representative, and direct supervision of the Regional Programme Coordinator of the Indian Ocean East team (GMCP), UNV Senior Programme Support Officer (Maritime Operational Analysis) will provide substantive technical expertise for maritime operational analysis, policy engagement, and programme implementation in India.
Task description
The UNV Senior Programme Support Officer (Maritime Operational Analysis) is expected to be able to perform the following tasks:
• Lead comprehensive operational analyses on maritime criminal trends affecting India and the Eastern Indian Ocean, including drug trafficking, maritime terrorism, trafficking in persons, environmental and fisheries crimes.
• Monitor and assess emerging maritime security threats, translating analytical findings into strategic, evidence-based recommendations for programming and policy engagement.
• Serve as principal technical focal point for engagement with Indian maritime law enforcement, criminal justice institutions, and relevant ministries to strengthen cooperation with UNODC GMCP.
• Drive the development and implementation of GMCP activities in India, ensuring alignment with national priorities and regional maritime security frameworks.
• Design and lead capacity-building initiatives, including workshops, consultations, maritime domain awareness initiatives, and technical dialogues.
• Develop high-quality analytical and policy products, including strategic assessments, briefing notes, concept notes, and reports to support high-level engagements and programme visibility.
• Identify technical assistance needs and develop structured responses to strengthen maritime law enforcement and criminal justice capacities in India.
• Coordinate closely with GMCP teams in the Indian Ocean East region and represent the programme at relevant national and regional maritime security meetings.
• Perform any other duties as required/assigned.

Required education level
Master's degree in social sciences, maritime security or defense, oceanography and/or hydrography, strategic studies, International relations or a related field is required.
Skills and experience
• At least seven (7) years of experience conducting research and producing analytical outputs on maritime affairs, particularly relating to maritime security and/or maritime law enforcement, is required.
• Experience in using varied operational analyses methods (qualitative, quantitative, mixed) is required;
• Experience and competencies on IT Microsoft Office package, internet and web-based data management software is required;
• Experience working in the South Asian region in a similar position is desirable;
• A good understanding on the maritime domain in South Asia is required;
• Familiarity with the UNODC and/or UNODC’s Global Maritime Crime Programme (GMCP) is desirable;
• Strong interpersonal and communication skills including demonstrated tact in intercultural communication is required;
• Excellent writing skills is required;
• Ability to build trust across cultural lines is required;
• Planning and organisation skills is required.
