We are seeking a highly experienced and commercially driven Procurement & Purchase Manager to lead the end-to-end procurement function for our Willow Springs Project in Guyana.
This is a critical leadership role for a senior professional who will be the single point of responsibility for the entire procurement and purchasing process for the project. The role requires ownership of procurement planning, vendor and contractor sourcing, commercial negotiations, package finalization, local and international purchasing, logistics coordination, and procurement governance.
In addition to managing day-to-day purchasing requirements, this individual will be expected to design, structure, and implement procurement systems, policies, workflows, and SOPs for the organization, bringing discipline, transparency, cost control, and operational efficiency to the procurement function.
The ideal candidate will have deep experience in construction/project procurement, exposure to international sourcing, strong commercial and contractual acumen, and the ability to operate independently in a fast-paced project environment.
Key Responsibilities
1) End-to-End Procurement Ownership
- Take full ownership of procurement and purchasing activities for the Willow Springs project, from planning through delivery and closure.
- Develop and execute the procurement strategy for project materials, equipment, services, labour, and subcontract packages.
- Establish procurement priorities in line with project schedules, budgets, technical requirements, and site execution plans.
- Ensure timely availability of materials, services, and resources to avoid project delays.
2) Contractor, Vendor & Package Procurement
- Lead the identification, prequalification, evaluation, and onboarding of contractors, subcontractors, suppliers, and service providers.
- Manage procurement of specific work packages in coordination with project, design, and management teams.
- Prepare and manage RFQs, bid comparisons, techno-commercial evaluations, negotiation summaries, and award recommendations.
- Support finalization of subcontractors/vendors for specialized packages based on quality, cost, technical capability, timeline, and risk.
- Build and maintain a reliable vendor and contractor database for Guyana, regional, and international markets.
3) Local & International Sourcing
- Handle procurement from local Guyana markets as well as overseas/international suppliers depending on project requirements.
- Identify cost-effective sourcing options for materials, machinery, consumables, and project-related services.
- Coordinate with logistics, freight forwarders, customs agents, and suppliers for international procurement, import planning, and shipment tracking.
- Monitor lead times, currency impact, duties, taxes, and import constraints to ensure cost and timeline efficiency.
4) Commercial Negotiation & Cost Control
- Lead commercial negotiations with vendors, contractors, labour agencies, and suppliers to secure best value for the company.
- Negotiate pricing, payment terms, credit periods, delivery timelines, warranties, penalties, and contractual obligations.
- Drive cost savings, value engineering opportunities, and procurement efficiencies without compromising quality or delivery.
- Maintain cost benchmarks, market intelligence, and comparative analyses to support management decisions.
5) Procurement Systems, Processes & SOP Development
- Build and institutionalize a structured procurement function for the company.
- Develop procurement policies, approval matrices, workflows, documentation standards, vendor evaluation mechanisms, and internal controls.
- Draft and implement SOPs covering requisitioning, quotation processes, bid comparison, approvals, purchase orders, delivery tracking, invoice verification, and vendor performance monitoring.
- Introduce systems for procurement planning, tracking, reporting, and audit readiness.
- Ensure procurement activities are organized, documented, and scalable for future projects.
6) Coordination with Internal Stakeholders
- Work closely with project management, engineering, design, QS/estimation, finance, contracts, and site teams to understand procurement requirements.
- Align procurement decisions with technical specifications, design intent, budget constraints, and project timelines.
- Support management with procurement status updates, package strategies, risks, and decision points.
- Coordinate manpower/labour procurement needs locally or internationally, where required.
7) Purchase Administration & Compliance
- Oversee the complete purchasing cycle including requisition review, vendor selection, PO issuance, delivery follow-up, invoice verification, and payment coordination.
- Maintain accurate procurement records, contracts, comparative statements, approvals, and supplier communications.
- Ensure all procurement actions comply with company policies, contractual obligations, and commercial governance standards.
- Monitor supplier performance, resolve claims/issues, and ensure accountability for quality and delivery commitments.
8) Reporting & Risk Management
- Prepare periodic procurement reports covering package status, pending decisions, spend analysis, savings achieved, vendor performance, and procurement risks.
- Identify supply chain, pricing, availability, and logistics risks in advance and develop mitigation plans.
- Escalate critical procurement issues proactively with practical recommendations.
Candidate Profile
Experience:
- 10+ years of progressive experience in procurement/purchasing, with significant exposure to construction, real estate development, infrastructure, or project-based industries.
- Proven experience independently handling complete procurement responsibility for large or mid-sized projects.
- Strong background in contractor/vendor finalization, package procurement, material sourcing, and commercial negotiations.
- Experience in international procurement/import sourcing is essential.
- Prior exposure to procurement in emerging markets, remote project locations, or multi-country supply environments will be an advantage.
- Experience in setting up procurement systems, SOPs, and process frameworks is strongly preferred.
Education:
- Bachelor’s degree in Supply Chain Management, Procurement, Business Administration, Engineering, Construction Management, or a related field.
- Additional certifications in procurement, contracts, or supply chain management will be an advantage.
