Position Summary:
The HR Generalist is a statewide position and will be a key member of the People Operations team, responsible for a broad range of human resources functions. As a full-time exempt role this position requires independent judgment, discretion and administrative responsibility in managing day-to-day HR programs and processes. The responsibilities are typically performed at professional level with ability to work under deadlines and accommodate last-minute changes in priorities.
This role serves as a trusted partner across all People Operations domains, including employee relations, onboarding/o?boarding, benefit administration and other People Operation areas. The ideal candidate is adaptable, detail oriented and possesses a strong commitment to progressive values and a desire to contribute to a mission-driven organization, demonstrating comfort in wearing multiple hats and building systems from the ground up in a fast-paced work environment and bring a strong foundation in HR practices with a willingness to learn and grow. The Generalist will play a critical role in strengthening day-to-day HR process, supporting staff and leadership and help build systems that align with the organization values and long-term goals.
Requirements
Key Responsibilities:
People Operations & HR Administration (60%)
- HR Resources Management: Maintain and update People Operations resources in UKG, ensuring policies, guides, and tools are accurate, accessible, and easy to navigate.
Compliance: Ensure people operations processes comply with applicable state and federal requirements, ?agging risks and gaps proactively. - Documentation Upkeep: Support upkeep of core People Operations documentation, including policies, handbook updates, and internal process guides, in partnership with People Operations leadership.
- Recruitment Logistics: Assist HR Specialists with operational aspects of recruitment and hiring, including posting job descriptions, coordinating schedules, facilitating communication with candidates, and maintaining timely follow-up.
Onboarding & Offboarding (20%)
- End-to-End Management: Own end-to-end onboarding and o?boarding execution, including documentation, system setup, checklists, and coordination across tools and stakeholders.
- Onboarding Orientations: Conduct onboarding orientations and partner with managers to support structured onboarding and probationary plans.
Employee Relations (20%)
- Issue Resolution: Serve as a first point of contact for routine employee questions, including benefits, time o?, and people operations processes, resolving issues directly or escalating as appropriate.
- Legal Disciplinary Support: Manage operational logistics for employee relations and disciplinary processes, including documentation, coordination, and compliance support. Working knowledge of state and federal employment laws and compliance requirements, with the ability to identify risks and escalate appropriately.
Qualifications (Knowledge, Skills and Abilities):
- To perform this job successfully, an individual must be able to perform each essential job function assigned satisfactorily. The requirements listed are representative of the knowledge, skill, and/or ability required.
- Experience: 5+ years of experience in Human Resources or related fields.
- Demonstrated experience using computer software such as report writer, MS Office Suite software, including strong Microsoft Excel, Access and Salesforce to develop and maintain reports and statistical data with the ability to manage large volume of electronic data and paperwork in an organized, detailed and accurate manner.
- Technical Proficiency: Comfort working across standard recruiting and collaboration tools.
- Project Management: Strong project management skills, with the ability to organize and prioritize a complex, evolving work plan across competing demands.
- Autonomy and Discretion: Ability to work independently and to exercise sound judgment and discretion.
- Commitment and Follow-through: High bias towards keeping commitments, always ensuring follow-through.
- Full-Cycle Hiring Expertise: Demonstrated experience leading full-cycle hiring operations across multiple concurrent searches, including managing timelines, stakeholders, and candidate communication.
- HR Strategy and Process Development: Experience implementing people operations strategies, processes, tools, and training.
- Communication Skills: Strong written and verbal communication skills, with the ability to tailor messaging to di?erent audiences.
- Continuous Learning: Commitment to learning and implementing current best practices in the people operations field.
- Interpersonal Skills: Ability to engage diverse individuals around a common goal, demonstrating and applying emotional intelligence, sensitivity, and confidentiality in interpersonal communications.
- Adaptability: Comfort working in fast-paced environments and the ability to navigate complex and nuanced situations.
- Problem-Solving: A creative problem-solver and self-starter. Someone who can disagree without being disagreeable, comfortable coming up with new ideas and possessing the follow-through to make those new ideas happen.
- Organizational Skills: Ability to organize and prioritize a complex work plan with ever-changing details.
- Perform day-to-day duties required to support the specific responsibilities of People operations & Executive team when needed, using discretion to make judgments, based on general operational guidelines. Attends and participates in weekly and monthly meetings of Department Staff, assisting in agenda preparation, taking, typing and distributing minutes, and following up work from meetings.
- Strong analytical and technical skills; highly organized, detail oriented and customer service oriented.
- Capacity to manage numerous demands and competing priorities simultaneously, with quick turnaround time and work well under pressure.
- Excellent time management and organizational skills; adept at dealing with conflicting/changing priorities.
- Ability to communicate and relate respectfully with a diverse membership and staff.
- Ability to exercise independent judgment to solve operational problems.
- Perform other duties as required to support the UHW mission and UHW activities and programs.
- Bilingual skills are highly desirable.
- Experience in union or other nonprofit environments.

- Ability to work long and irregular hours, including some evenings, holidays and weekends as needed.

- Flexibility for frequent travel and participation of union activities that may include overnight travel.
