Position Overview:
Sealing Technologies, a Parsons Company, is looking to hire a detail-oriented and strategic Purchasing Manager to lead the procurement function supporting SealingTech product production. In this role, you will organize and manage all purchasing activities, including daily operations in purchasing and supply chain management, sales-specific and generic forecast parts, and contract administration. You will be responsible for negotiating, reviewing, renewing, forecasting, and optimizing all purchasing efforts while collaborating with suppliers, internal departments, and stakeholders to drive purchasing strategies, manage vendor relationships, and maintain optimal inventory levels.
Duties & Responsibilities:
- Develop and implement procurement strategies aligned with organizational goals and objectives.
- Analyze market trends, supplier capabilities, and industry best practices to identify opportunities for cost savings and process improvements.
- Review current demand from sales and production forecasts; create forecast models to meet fulfillment requirements.
- Establish and maintain procurement policies, procedures, and guidelines.
- Identify, evaluate, and onboard new suppliers while assessing their capabilities, quality, and reliability.
- Build and maintain strong relationships with suppliers, negotiating favorable terms, pricing, and contracts.
- Deliver and negotiate purchasing forecasts to suppliers based on anticipated demand from sales.
- Monitor supplier performance and address any issues related to quality, delivery, or compliance.
- Administer the bidding process with manufacturers and distributors, including bid specification creation, bid evaluations, and recommendations to senior leadership for financial commitments.
- Source, select, and procure materials, products, and services in a timely and cost-effective manner.
- Analyze costs, pricing, and market conditions to drive cost-saving initiatives without compromising quality or delivery timelines.
- Implement cost-reduction strategies such as bulk purchasing, negotiation tactics, and alternative sourcing.
- Draft, review, and negotiate contracts with suppliers, outlining terms, conditions, pricing, delivery schedules, and quality expectations.
- Ensure contracts comply with legal and regulatory requirements and mitigate potential risks.
- Assist in the reduction of excess inventory.
- Generate regular reports on procurement activities, cost savings, supplier performance, and other relevant metrics.
- Evaluate compliance with Government and Department of Defense regulations including TAA, FAR/DFAR 889(a)(1)(B), and SCRM requirements.
Minimum Qualifications:
- U.S. Citizen.
- Bachelor’s degree in Supply Chain Management, Business Administration, or a related field; equivalent relevant experience may be considered in lieu of a degree.
- Proven experience in procurement, sourcing, or supply chain management.
- Experience maintaining relationships and negotiating pricing with large OEM vendors and associated distributors.
- Experience in purchasing computer equipment and system subcomponents.
- Strong negotiation, communication, and relationship-building skills.
- Proficiency in procurement software and tools.
- Analytical mindset with the ability to make data-driven decisions.
- Familiarity with relevant regulations and industry best practices.
- Demonstrable knowledge of electronic markets (e.g., NAND memory market, processor market, storage market).
- Expertise in data modeling and forecasting in tight supply chain environments to deliver consistent inventory when needed for production.
