About the Department

Under the general supervision of the Deputy County Manager, serves as the lead Project Manager to support county initiatives ensuring the alignment of projects with the County’s goals and objectives while maintaining adherence to scope, schedule, budget, resource management and quality standards. 

Position Duties

  • Provides strategic oversight and direction for establishing project management standards, processes, and tools to ensure consistency across projects.
  • Plans, initiates, budgets, schedules, and oversees multiple concurrent projects from concept through completion; ensures projects are delivered on time, within scope, has adequate resources and in compliance with applicable codes, regulations, and industry best practices.
  • Oversees a wide range of projects, including capital construction, IT system upgrades, facility improvements, program rollouts, and strategic initiatives aligned with the County’s goals.
  • Collaborates with executive leadership and departments to define project objectives, scopes of work, schedules, deliverables, and budgets.
  • Leads or oversees the development of Requests for Proposals (RFPs), Invitations for Bid (IFBs), and other procurement documents; may serve on evaluation committees; negotiates and manages contracts with consultants, vendors, and contractors.
  • Identifies, secures, and monitors funding sources, including grants, bonds, and legislative appropriations; ensures financial accountability by monitoring budgets, contracts, and expenditures.
  • Provides oversight of external consultants, contractors, and vendors; reviews and evaluates deliverables, change orders, project alternatives, and risk assessments to ensure quality and compliance and alignment with strategic goals.
  • Develops and maintains project performance metrics, dashboards, and reporting mechanisms for leadership, stakeholders, and the governing body; prepares written reports and presentations that highlight progress, risks, and solutions.
  • Facilitates project meetings, workshops, and executive briefings; ensures clear communication and collaboration among all project stakeholders.
  • Provides training, mentorship, and guidance to project management staff and other personnel; fosters a culture of continuous improvement, innovation, and accountability.
  • Serves as a liaison and primary point of contact for internal departments, elected officials, community partners, external agencies, and the public.
  • Responds to complex inquiries, complaints, or concerns regarding projects and provides timely and effective resolutions.
  • Develops and implements interdepartmental systems, workflows, and project management platforms to improve efficiency, standardization, and cross-departmental coordination.
  • Evaluates and enhances existing systems and processes to identify gaps, reduce redundancies, and ensure continuous improvement in project delivery and County performance.
  • Must complete all training as designated or assigned.
  • Performs other duties as directed or assigned.
Knowledge/ Skills:
  • Knowledge of project management principles, practices, and methodologies (e.g., PMBOK, Agile, Lean Six Sigma).
  • Knowledge of construction, IT system development, facility operations, program implementation, and strategic planning.
  • Knowledge of project management software, data analysis tools, and Microsoft Office Suite; experience with platforms such as MS Project, Smartsheet, or similar tools preferred.
  • Skill in interpersonal communication, negotiation, and conflict resolution
  • Skill in financial management, including budgeting, risk management, strategic thinking, forecasting, and cost control.
  • Skill in leading cross-functional teams, managing multiple priorities, and driving results under pressure.
  • Ability to analyze complex data, develop performance metrics, and present findings in clear, concise formats.
  • Ability to develop and deliver effective presentations and reports for diverse audiences, including executive leadership, governing bodies, and the public.
  • Ability to lead with a collaborative and results-driven approach.

Minimum Qualifications

  • Bachelor’s Degree in Project Management, Business Administration, Public Administration, Information Technology, or a related field.
  • Seven (7) years of progressive project management experience 
  • Education may substitute for experience on a year for year basis.
  • PMP (Project Management Professional) certification or equivalent must be obtained within 12 months of hire.
Preferred Qualifications:
  • Any Project Management Certification, from Certified Associate Project Management (CAPM) to a Portfolio Management Professional (PfMP).
  • Master’s Degree and/or additional certifications (e.g., Agile, Lean Six Sigma, ITIL) are desirable.

Working Conditions:
Work is performed primarily in an office environment. While performing the duties of this job, the employee regularly uses standard office equipment and is typically required to use manual dexterity, routine hearing, verbal communication and visual acuity to complete standard tasks, may also be required to stand, walk, and sit, reach with hands or arms. Occasional travel and overtime work may be required. Ability to lift up to 20 lbs. 

Conditions of Employment:
Selected candidate must submit to and pass a County paid pre-employment physical and drug/alcohol screening.  Additionally, selected candidate must submit to and pass a County paid criminal background screening.  Selected candidate must possess and maintain a valid New Mexico Class D Driver’s License as incumbent shall be appointed to drive a County vehicle during the performance of his/her duties.  Candidate must obtain and/or maintain all certifications required.
