Safety & Environment Officer – Transmission Line Project

Project : 220kV S/C Semtokha–Jamjee Transmission Line
Location: Thimphu, Bhutan
Employment Type: Project-Based Contract
About the Role
We are looking for an experienced Safety & Environment Officer to ensure the effective implementation of health, safety, and environmental standards at our 220kV S/C Semtokha–Jamjee Transmission Line Project in Thimphu, Bhutan.
The candidate will be responsible for maintaining a safe working environment, monitoring compliance with applicable safety requirements, and ensuring that safe work practices are followed, particularly during **transmission line stringing and associated construction activities**.
Key Responsibilities
* Implement and monitor the project's Health, Safety & Environment (HSE) policies and procedures.
* Ensure compliance with applicable safety standards, project requirements, and site safety procedures.
* Conduct regular site safety inspections and identify unsafe acts and conditions.
* Monitor safety practices during stringing, erection, tower-related, lifting, working-at-height, and other transmission line activities
* Conduct Toolbox Talks, safety briefings, and awareness sessions for workers and site personnel.
* Ensure proper use of Personal Protective Equipment (PPE) at the project site.
* Prepare and maintain safety documentation, inspection reports, checklists, and incident records.
* Identify workplace hazards and recommend appropriate corrective and preventive actions.
* Support risk assessments and implementation of Job Safety Analysis (JSA) and safe work procedures.
* Investigate accidents, incidents, near misses, and unsafe occurrences and prepare reports.
* Monitor emergency preparedness and ensure emergency response procedures are communicated to site personnel.
* Coordinate with the Project Head, site team, contractors, and workers regarding HSE matters.
* Monitor environmental practices at the project site, including proper waste management and prevention of environmental hazards.
* Ensure that safety requirements are followed throughout project execution and report non-compliance to management.
Required Qualification
Diploma in Health & Safety / Environment (HSE) or equivalent relevant qualification.
Required Experience
* Minimum 5 years of relevant experience in Transmission Line projects.
* Candidates with strong hands-on experience in stringing activities will be preferred.
* Experience in site-level HSE management and transmission line construction activities is essential.
Other Requirements
Must possess a valid passport for international project deployment.
Willingness to work at the project location in Thimphu, Bhutan.
Strong knowledge of site safety practices, risk assessment, PPE, work-at-height safety, and emergency procedures.
Good communication and reporting skills.
Ability to coordinate effectively with project teams, contractors, and workers.
