IT Project Manager:
Rothe is seeking a Senior Level Project Manager with specialization in Agile Project Management to provide project manager support to the Chief Artificial Intelligence (AI) and Chief Data Officer in support of the NASA Enterprise Multimedia and Integrated Technical Services (eMITS) contract. eMITS is the Agency’s enterprise-level contract creating and delivering multimedia and technical communications through the use of the internet, digital platforms, and IT management for NASA’s Office of the Chief Information Officer (OCIO) and Office of Communications (OCOMM). From photographing rocket launches and recoveries, to producing engaging videos, to information technology management, to using social media to share NASA’s message, eMITS integrates services for NASA IT and provides NASA’s communication to the outside world. SALARY RANGE: $145,000 - $167,000
 
JOB LOCATION: Remote – Supporting NASA Headquarters
 
JOB DESCRIPTION:
The Contractor shall provide data and artificial intelligence support services to the Chief Artificial Intelligence (AI) and Chief Data Officer team. The services include strategy, policy, project management, content, governance, communication services, technical consultation, and continual service improvement.
 
Agile Project Management and ScrumMaster Functions:
  • Partner with Mission Directorate leads to translate high-level mission objectives into actionable product backlogs. Ensure that technical debt is managed and NASA’s safety and mission assurance standards are met.
  • Track & report on Scrum and Kanban activities such as Daily Stand‑ups, Sprint Planning, Backlog Refinement, Reviews, and Retrospectives, consistent with NASA Agile practices.
  • Translate technical goals (e.g., GenAI rollout, IT modernization) into actionable, human-centered change plans.
  • Track Agile tools to capture, measure, and report Agile metrics including velocity, throughput, cycle time, and burn‑up/down trends.
  • Act as a change agent for Agile values and principles. Transition project teams from traditional "Waterfall" thinking to iterative delivery models without compromising regulatory compliance.
  • Manage communication and coordination across stakeholder groups maintaining continuous feedback loops to enable iterative refinement of scope and priorities.
  • Coordinate the efforts of a multi-team delivery program ensuring alignment across interdependent technical workstreams, including facilitating large-scale planning sessions, managing program-level backlogs, and optimizing workflow.
  • Utilize Agile lifecycle management tools (e.g., Jira, Azure DevOps) to track velocity, throughput, and burn-up/down charts. Provide transparent, data-driven status updates to NASA leadership.

Cross-Functional Integration

  • Act as a liaison across technical and business teams to ensure seamless adoption of new tools, processes, and platforms.
  • Align with other support functions to unify messaging and approach.
Remote, hybrid, and onsite positions, the employee bears travel costs to the nearest NASA Center for badging and the issuance of NASA IT equipment.
For a Remote or Hybrid position, the employee must have a reliable internet connection and be able to VPN into the NASA network to conduct work.
 
EDUCATION:
Minimum education - BA/BS in Project Management, Communications, Business Administration, or an IT related discipline
 
Minimum experience - 10 years
 
Minimum Requirements:
  • 10+ years’ experience in Project Management leading project teams in an Agile environment, preferably within a complex technical or scientific organization.
  • Agile Mastery: Deep functional knowledge of the Scrum Framework, Kanban Method, and other leading agile practices.
  • Technical Literacy: Ability to understand technical requirements related to aerospace, IT infrastructure, or systems engineering to effectively prioritize backlogs.
  • Communication: Exceptional "soft skills" with the ability to influence without authority and navigate the complexities of federal agency hierarchies.
  • Ability to work under tight deadlines.
  • Capacity to work both independently and as a member of a team.
Proficient in Microsoft Office 365 (Word, Excel, PowerPoint, Outlook, Teams, OneNote, OneDrive), and SharePoint.
Preferred Qualifications:
  • Previous NASA or Federal Government experience.
  • Scaled Agile Framework (SAFe) certification (i.e., Practice Consultant, Agilist, Practitioner, Architect).
  • Creative problem-solving abilities.
  • Excellent attention to detail.
