Rogue Workforce Partnership
Rogue Workforce Partnership (RWP) is a non-profit organization that focuses efforts and investments in the talent needs of employers and in providing equitable access to workforce services and training programs for youth and adults throughout the Rogue Valley, including Jackson and Josephine Counties.
ROLE OUTLINE
The Grant Program Manager is a key staff member of the Rogue Workforce Partnership who will be the primary liaison between community partners, industry, and funders for a Rural Health Transformation Program ensuring grant projects align with strategic objectives. The manager will oversee full grant lifecycles, including implementation, monitoring progress, managing budgets, ensuring compliance, and meeting outcomes. The Grant Program Manager will provide direct support and exceptional customer service to organizations participating in funded workforce projects. The manager helps to create a demand-driven system that aligns the skills of workers with the needs of employers while improving career pathway accessibility. This position is a one-year contract, with possible extension, and contingent on acquisition of the RHTP grant.
RESPONSIBILITIES
A. Strategic Program Design
• Contributes to the development and implementation of strategic plans and goals for rural healthcare innovative projects and other workforce development programs.
• Stay informed about emerging trends, best practices in workforce development and adjust program strategies accordingly.
B. Program and Contract Management
Program Management
• Oversight management of assigned workforce grants and programs.
• Manage performance and measurable project impact that demonstrate the grant’s success including expanding rural healthcare access through coordination and stronger networks, advancing innovative care models, strengthening workforce training and employment outcomes.
• Manage funding streams, ensuring compliance with regulations and reporting requirements.
• Establish and monitor key performance metrics for program effectiveness and make data-driven decisions.
• Contribute to budget development, administration and grant writing.
• Oversee training and technical support to program and provider teams, ensuring the proper tools, resources, and knowledge.
• Convene and facilitate public and partnership meetings.
• Maintain positive, transparent communications with funding bodies to support future opportunities.
• Contribute to Policy development and administration.
• Identify and oversee training needs of service provider staff to ensure federal and state compliance.
• Provide leadership to ensure successful implementation of workforce initiatives.
Contract Management
• Contract development, administration and monitoring of workforce development and training programs. Includes: development of statements of work, budget, deliverables, outputs, and outcomes, etc.
• Manage partnerships with state agencies for the monitoring process.
• Contributes to procurement process for service contracts, assuring contract performance and compliance.
• Provide consistent updates on project progress, challenges and successes.
Continuous Improvement
• Regularly review grant agreements to make sure providers are on track to meet outcomes.
• Implement continuous improvement mechanisms to assess program effectiveness and make recommendations for improvement.
• Represent RWP at state-wide working groups.
• Lead collaborative partnerships to blend, braid and stack funding and work to create a seamless customer experience.
Performance Data Management
• I-Trac, eBridge, Smartsheet systems administration.
• Data validation and quality analysis.
Business/Industry Partnerships
• Aligning sector strategies with program design.
• Provide catalytic leadership and staff support to the Rogue Workforce Partnership's Sector Strategies effort.
EXPERIENCE AND TRAINING
• Three to five years of professional work experience in increasingly responsible leadership and program management positions in a related field.
• Demonstrated experience and success in creating innovative products and services to build the workplace skills and proficiencies of adult learners and youth.
• Any equivalent combination of experience and training/education which provides the knowledge, skills, and abilities to perform the essential functions of the job.
KNOWLEDGE AND PROFICIENCY
• Thorough knowledge of the principles, practice related to employment and training programs.
• Program and Contract Management methods, tools, and systems.
• Data collection and analysis for managing performance and generating business reports, metrics.
• Knowledge of public employment and training programs, and related community resources.
• Private-sector business practices.
• Business communications tools, methods, and practices.
• Excellent written and oral communication skills.
• Computer Skills - Microsoft Office Suite and others.
• Proficiency in using technology such as online meeting platforms and Microsoft Office programs, with the ability to troubleshoot basic technical issues on a personal computer.
• Apply critical thinking, problem-solving/solution-building and system thinking skills in all aspects of leadership responsibilities.
• Work effectively as a team member and apply emotional intelligence competencies.
• Establish, cultivate, and maintain excellent relationships with other workforce partners.
• Convene and facilitate work teams consisting of leaders from business, education, and/or workforce organizations.
• Be entrepreneurial - create innovative business solutions that identify, aggregate, anticipate and satisfy customer workforce and talent development needs.
PHYSICAL AND COGNITIVE REQUIREMENTS
• Ability to sit and work at a computer for extended periods (up to 6-8 hours per day).
• Ability to operate standard office equipment (computer, phone, video conferencing tools).
• Ability to occasionally lift, up to 15 pounds (files, materials, equipment).
• Ability to travel for meetings, partner engagement, and events.
• Ability to analyze complex data sets and interpret program performance metrics.
• Ability to manage multiple projects simultaneously and competing deadlines.
• Ability to apply critical thinking and sound judgment in compliance-sensitive situations.
• Ability to read, interpret, and apply federal/state regulations and contract language.
• Ability to communicate clearly and effectively with diverse stakeholders.
• Ability to maintain focus and accuracy in high-detail work environments.
• Ability to adapt to changing priorities, funding requirements, and program needs.
COMPENSATION
$85,000-90,000, commensurate with experience, skills, and performance.

LOCATION
The Rogue Workforce Partnership serves Jackson and Josephine Counties as a region. The position will be in-person and may travel within the region as needed.
