JOB SUMMARY
This position assists in directing a crew of equipment operators and skilled and semi-skilled workers in construction, repair, and maintenance of Richland County Recreation Commission (RCRC) parks, grounds, sports fields, and facilities. Work involves repairing and maintaining landscaping, ball fields, golf course, irrigation systems, tennis courts, parking lots, and other facilities; scheduling, managing, and monitoring assigned crew; and scheduling fertilization and pesticide applications. This position also operates and maintains related equipment and vehicles and handling related administrative tasks.
ESSENTIAL JOB FUNCTIONS
- Supervises a crew of maintenance workers in repair and maintenance of grounds, equipment, ball fields, golf course, tennis courts, and facilities; develops weekly schedules; receives and prints out work orders; makes assignments; and monitors and evaluates performance; and processes time cards.
- Provides hands on training for grounds crews; optimizes performance and safety.
- Provides verbal and written instructions to crew members.
- Provides advice and guidance to staff on the proper care of trees, flowers, shrubs, plants and turf, growing techniques, and landscape management practices
- Inspects job sites to maintain quality aesthetics; monitors the maintenance and repair of commercial irrigation systems.
- Reconstructs ball fields; provides layout for marking of sports fields and repair/replacement of nets.
- Driving to and from different locations within the Agency.
- Monitors marking and repairs to parking lots.
- Inspects assigned parks, equipment, and materials used in daily job assignments.
- Performs preventative maintenance and makes minor adjustments to equipment.
- Assists in performing minor irrigation repairs to existing systems; assists crew in performing assignments as needed.
- Operates commercial turf spraying equipment in the application of herbicides/pesticides to park turf areas; operates specialized turf maintenance equipment.
- Operates medium duty trucks, dump trucks, and trailers in transporting materials and equipment; makes sure vehicles are clean and presentable.
- Maintains inventory of equipment and vehicles.
- Follows verbal and written instructions from supervisor or written manuals; interprets sketches, blue prints, and specifications.
- Maintains established standards in work performed.
- Checks to make sure work of crew is completed and done correctly.
- Performs related duties as directed when such duties are a logical and appropriate assignment to the position.
MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS
- High school diploma or GED.
- Three (2) years of related work experience in grounds, building, golf course, and ball field maintenance and experience in the safe operation of tractors, stake body trucks with trailers, and light construction equipment.
- Or an equivalent combination of education and experience that is determined to be directly related to the foregoing specified requirements may be substituted.
KNOWLEDGE, SKILLS, AND ABILITIES
- Knowledge of material, techniques, equipment and safety procedures used in maintaining parks, golf courses, turf grass, landscaping, irrigation systems, and athletic field surfaces.
- Knowledge and understanding of general vehicle/equipment maintenance and upkeep.
- Knowledge of maintenance requirements for public buildings, pools, and fencing.
- Knowledge of safety procedures, rules, regulations, and policies when using ground maintenance equipment and medium duty equipment.
- Knowledge of federal and state laws pertaining to the operation of equipment on highways.
- Knowledge of surface preparation for painting and application of protective coatings to wood, concrete, and steel finish.
- Knowledge of hiring practices
- Knowledge in pesticide uses/products and the safety involved.
- Skill in adjusting and repairing construction and maintenance equipment including gasoline and diesel powered equipment.
- Skill in the using personal computers and Microsoft Office Suite and other software applicable to this position.
- Skill in aerification, verticutting, spiking, and topdressing .
- Skill in expressing ideas, both verbally and in writing.
- Ability to assist in supervising and coordinating the tasks of maintenance crews at multiple locations.
- Ability to establish and maintain effective working relationships and work as a team member.
- Ability to achieve the expectations, standards and safety guidelines set by RCRC.
- Ability to make estimates of time and materials.
- Ability to keep accurate records including chemical application records.
- Ability to work from blueprints and sketches.
- Ability to incorporate cultural, mechanical, and chemical practices to turf management program.
- Ability to develop and execute an annual turf and landscape maintenance plan.
- Ability to order supplies and track all turf and landscape expenses.
- Ability to supervise assigned crew members.
CERTIFICATION, LICENSE, AND SPECIAL REQUIREMENTS
- Must possess a valid Driver’s License to drive an RCRC vehicle, and produce an acceptable 10 year driving record.
PHYSICAL DEMANDS
The work is medium work and requires exerting up to 50 pounds of force occasionally, up to 30 pounds of force frequently, and/or up to 10 pounds of force constantly to move objects; work may also require balancing, climbing, crouching, feeling, manual dexterity, grasping, handling, perceiving sounds at normal speaking levels, distinguishing among sounds, lifting, mental acuity, pulling, pushing, reaching, repetitive motion, speaking, standing, stooping, visual acuity in data/color/observations/equipment, and walking.
WORK ENVIRONMENT
Work is typically performed in a dynamic environment that requires sensitivity to change and responsiveness to changing goals, priorities, and needs. Requires working on-call as scheduled, working on weekends, and being able to withstand exposure to various climatic conditions.
