Programme Lead – Retail Delivery & Project Management

Role Overview
Vindico is evolving into a structured delivery platform designed to provide consistent, high-quality retail project delivery across multiple portfolios.
The Programme Lead – Retail Delivery & Project Management is responsible for establishing and leading Vindico’s delivery management capability across projects and portfolios. The role ensures that delivery across project and portfolios is structured, predictable, and aligned with Vindico’s methodology, governance framework, and operational standards.
This role focuses on delivery leadership, team performance, programme governance, capability development, client outcomes and operational excellence. It supports Project & portfolio delivery teams in executing retail projects successfully while continuously improving delivery systems, reporting structures, and operational performance across the organisation.
Key Responsibilities
Programme Delivery Governance
• Establish and maintain programme management governance across multiple projects and portfolios.
• Monitor project performance, risks, and delivery progress across the organisation.
• Ensure consistent reporting, programme tracking, and escalation processes across all projects.
• Provide senior leadership with clear visibility of delivery health, risks, and performance.
• Implement structured project review systems to track milestones, risks, and corrective actions.
* Ensure project delivery aligns with agreed programme milestones, opening targets, and contractual commitments.
Programme Management Standards & Methodology
• Develop and maintain programme management framework and delivery methodology.
• Standardise tools, templates, reporting formats, and project controls across all projects.
• Ensure projects operate in alignment with delivery standards and governance processes.
• Continuously improve delivery frameworks based on operational insights and project feedback.
• Support integration of programme management tools with internal digital platforms and reporting systems.
Capability & Capacity Management
• Forecast delivery resource demand based on project pipeline and ensure appropriate allocation of Project Leads and delivery managers across projects & portfolios.
• Plan and allocate delivery resources effectively across live and upcoming projects.
• Identify capability gaps and support recruitment and development of programme management resources.
• Support onboarding and professional development of project managers and delivery team members.
• Ensure delivery teams are structured appropriately to support project complexity and scale.
Functional Leadership of Project Leads
• Provide leadership, guidance, and mentoring to Retail Delivery Managers and Brand Project Managers.
• Support project teams in resolving complex delivery challenges and escalations.
• Promote consistent project planning, programme control, and governance practices.
• Drive accountability, ownership, and professional growth across delivery teams.
• Support performance reviews and development planning for delivery staff.
Reporting, Governance & Continuous Improvement
• Maintain accurate programme trackers, dashboards, and delivery reports across all projects.
• Provide structured status updates and executive summaries to senior leadership using defined reporting formats.
• Establish governance frameworks for monitoring programme performance, risks, and escalation pathways.
• Ensure project documentation, reporting, and records are maintained in accordance with audit and compliance requirements.
• Develop and maintain internal knowledge libraries, delivery playbooks, SOPs, and best-practice frameworks.
• Analyse delivery performance data to identify recurring risks, systemic issues, and operational improvements.
• Lead continuous improvement initiatives to strengthen project delivery systems and reporting accuracy.
• Stay informed of retail delivery trends, authority regulations, approval processes, and industry developments.
Stakeholder & Client Management
• Support delivery teams in managing landlord and brand stakeholder relationships and step in on escalations where required.
• Build strong and professional relationships with landlords & brands teams from early engagement through project completion.
• Communicate landlord design intent, project objectives, and programme requirements clearly and confidently.
• Identify landlords & brands challenges and delivery risks early and work with internal teams to develop practical solutions.
• Represent Vindico in client meetings, progress reviews, governance forums, and escalation discussions.
• Ensure consistent communication and transparency between project teams and key stakeholders.
• Maintain a professional, solutions-oriented approach that reflects Vindico’s commitment to service excellence.
Experience & Qualifications
• 12+ years of experience in project management, programme management, or retail delivery.
• Strong experience managing multiple projects or delivery portfolios.
• Background in shopping mall retail, F&B and mixed-use developments.
• Experience within project management consultancies, developers, or client-side delivery teams.
• Demonstrated experience leading project managers or delivery teams.
• Bachelor’s degree in Engineering, Architecture, Construction Management, or related discipline.
• PMP, RICS, or similar professional certification is advantageous.
