Project Overview
The project Strengthening Cyber Threat Awareness in the Indo-Pacific, led by Cyberlite, focuses on enhancing cyber safety education for K–12 students across six Indo-Pacific countries: the Pacific Island nations of Fiji, the Marshall Islands, and Samoa, as well as Vietnam, Malaysia, and Indonesia. This three-year initiative, funded by the U.S. Department of State, seeks to improve cyber safety resilience and promote safe online practices through education and capacity building. Key objectives include developing localised educational tools, training programmes, and frameworks for sustainable cyber safety education.
Position Description
The M&E and Research Analyst will lead the research and analytical components of the project, delivering high-quality outputs that guide educational and capacity-building activities. This role involves leading the development of baseline studies, designing research methodologies, and analysing data to inform project strategies. The M&E and Research Analyst will collaborate closely with Cyberlite staff, local partners, and stakeholders across target countries.
Key Duties and Responsibilities
- Design diagnostic instruments — including surveys, key informant interviews, and perception mapping — and lead baseline data collection across the six target countries.
- Analyse findings to inform the development and localisation of educational materials and training programmes.
- Develop an M&E Framework based on the project's theory of change and objectives, and a comprehensive M&E plan to track project progress, with monthly and quarterly reporting cycles.
- Provide technical oversight of the M&E component, ensuring alignment with project goals.
- Collaborate with local partners, educators, and government stakeholders to align research efforts with local needs.
Deliverables and Reporting
- Desk Research: Analyse existing publications and reports to produce a comparative landscape study.
- Diagnostic Instruments (Landscape Surveys, Key Informant Interviews, Perception Mapping): Develop tools for qualitative and quantitative data collection across all six target countries.
- Data Analysis and Baseline Study Report: Analyse data to compile a report on the current state of cyber safety education, AI safety, and the prevalence and nature of online scams.
- Progress Reports: Prepare comprehensive programme progress and performance reports on a regular basis (quarterly, bi-annually, and annually).
- Participant Training Assessments: Collect pre- and post-training assessment data and present findings in a performance report.
- Mid-Project Evaluation Report: Evaluate the implementation phase, identifying successes and areas for improvement.
- Final Project Report: Summarise and analyse the project's performance, including the M&E plan, data collected, and CLA approach.
- Localisation and Sustainability Framework: Develop guidelines for sustaining and scaling the cyber safety education model across target countries.
Qualifications
Required
- Bachelor's degree (Master's preferred) in Education, Social Sciences, or a related field.
- Three to five years of experience in research, data analysis, and project monitoring, preferably in education or other development sectors.
- Strong analytical skills with sound knowledge of applied statistics and database management.
- Proficiency in statistical software, data visualisation tools, and digital data collection platforms.
- High level of personal and professional integrity, with the ability to work effectively across multiple cultural environments.
- Strong written and verbal communication skills, with a proven track record of producing research reports and presentations.
- Experience managing local M&E teams and coordinating multi-country studies.
Preferred
- Experience with education or digital literacy initiatives.
- Familiarity with education systems across South and Southeast Asia and the Pacific.
