PURPOSE OF POSITION: Manages all activities related to Payroll. Supervises, administers, and performs payroll operations involved in processing time and earnings records for all RCMA and Charter Academy employees, resulting in the bimonthly distribution of payroll checks. Ensures the agency complies with all wage-related reporting requirements. Provides leadership and training to staff and models proper guidance and support to the field.
ESSENTIAL DUTIES AND RESPONSIBILITIES include the following; however, other duties may be assigned:
1. Performs duties associated with the overall administration of the payroll function.
- Drafts payroll procedural materials as needed, including policies, procedures, and training.
- Works with Fiscal Department staff for problem resolution and error correction regarding fund allocations and manual check authorization payments.
- Recommends and implements systems and procedural changes for the Payroll function.
- Acts as liaison with the outside payroll processing company for problem resolution and error correction.
- Supervises activities of the Payroll Specialist(s) with responsibility for assisting in the selection, training, assigning, reviewing, work scheduling, and performance evaluation.
- Provides clarification of data reconciliation and general ledger accounts for fringe benefits, including health insurance, vision, dental, LTD, STD, 403B, and travel allowance for assigned vehicles.
- Ensures that Charter Academies contract pay records are administered accurately in accordance with their pay structure.
- Inputs professional development information, including reviewing transcripts and determining non-TEACH bonuses, eligibility for promotion pay increases, and pertinent information.
2. Performs and supervises all regular duties associated with the preparation, generation, and distribution of bi-monthly payroll.
- Reviews all New Hire Action and Request for Change forms and verifies appropriateness of wage rate, hour changes, and termination/leave of absence transactions of employees.
- Inputs data reflecting the above transactions, as well as paid time off, garnishments, and voluntary deductions.
- Investigates questionable issues regarding an individual, payroll, or inaccuracies in processing.
- Supports and advances direct reports' performance by meeting regularly with staff to provide individual performance feedback based on expectations contained in job descriptions, policies, and procedures.
- Creates an environment that fosters equity and provides opportunities for staff growth.
- Promotes a collaborative, productive working environment by clearly articulating expectations, outcomes, timelines, and using conflict resolution skills when needed.
- Serves as a role model for staff by providing excellent customer service and communicating positively.
- Processes memos from the benefits team regarding adjustments to regular and summer deductions.
- Provides supervisors with Internal Control Rosters, Personal Activity reports (PARS), Overtime Data Reports, DOL current employment report, and the EO1 report.
- Reviews the pending approvals for the PTO requests, reviews, and analyzes the Hyperfind Queries reports and Custom Reporting reports.
3. Assumes responsibility for all non-routine unscheduled payroll transactions, including voiding unused checks, issuing stop-payment orders, issuing replacement checks, and preparing hand-drawn checks required in special circumstances.
4. Posts payroll processing timeframes on an annual basis.
MANDATORY QUALIFICATIONS REQUIREMENTS: To perform this job successfully, an individual must be able to perform each essential duty element satisfactorily while exercising independent judgment and discretion under the general supervision of the Controller. REQUIRED EDUCATION, EXPERIENCE, SKILLS AND KNOWLEDGE:
- Associate degree with a combination of 1-3 years of experience or a high school diploma or GED with a combination of 5-7 years of computerized payroll experience.
- Knowledge of payroll laws.
- Proficient in the use of office equipment, including data processing systems.
- Excellent verbal and written communication with outstanding interpersonal skills and customer service orientation.
- Must exercise strict confidentiality in regard to employee information.
- CCP Certification Credential by the American Payroll Association is highly desirable.
- Ability to read and interpret documents involving financial information, policy, and procedure manuals.
- Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, and governmental regulations.
- Ability to write reports, business correspondence, and procedure manuals.
- Ability to effectively present information and respond to questions from groups of managers, staff, customers, and the general public. Fluency in Spanish is required.
- Ability to calculate figures and amounts such as discounts, interest, commissions, proportions, percentages, area, circumference, and volume.
- Ability to apply concepts of basic algebra and geometry.
OTHER REQUIREMENTS:
Must be 21 years of age or older. Able to work flexible hours, occasional evenings, and varying daytime shifts during weekdays. Some weekend work is required, especially at year-end and during reporting deadlines. Must have or be able to obtain a Florida driver's license and have a driving record acceptable to RCMA's insurance carrier. Ability to work well with volunteers and the community. Ability to work with degreed and non-degreed professional staff is also required.
