Senior Quantity Surveyor
Job Description
We are seeking an experienced Senior Quantity Surveyor (Pre-Contract) to join our dynamic team in Dubai, United Arab Emirates. As a key member of our organisation, you will be responsible for managing all aspects of quantity surveying for our construction projects, ensuring cost-effectiveness and compliance with industry standards.
- Prepare and analyse cost estimates for construction projects, ensuring accuracy and completeness
- Conduct detailed quantity take-offs and cost analyses for tenders and contracts
- Manage contract administration, including change orders, variations, and claims
- Perform value engineering to optimise project costs without compromising quality
- Collaborate with project managers, engineers, and contractors to ensure project success
- Monitor and report on project financial performance, including cash flow forecasts
- Negotiate with contractors and suppliers to secure favourable terms and pricing
- Ensure compliance with local regulations and international best practices in quantity surveying
- Mentor and guide junior quantity surveyors in the team
- Implement and maintain quality control procedures for all quantity surveying activities
- Stay abreast of industry trends and technological advancements in quantity surveying
Qualifications
- Bachelor's degree in Quantity Surveying, Civil Engineering, or a related field
- Professional certification from a recognised body (e.g., MRICS, CIOB)
- Minimum of 10 years' experience in quantity surveying, with a focus on large-scale construction projects, preferably in the UAE and KSA, or wider GCC.
- Proficiency in quantity surveying software (e.g., CostX, Causeway) and Microsoft Office Suite
- Strong mathematical and analytical skills with meticulous attention to detail
- Excellent communication and negotiation skills, with the ability to interact effectively with stakeholders at all levels
- In-depth knowledge of construction practices and methodologies
- Thorough understanding of construction contracts, procurement processes, and local construction regulations in the UAE
- Demonstrated ability to work efficiently under pressure and meet tight deadlines
- Strong organisational skills and capability to manage multiple projects simultaneously
- Experience working in the Middle East construction industry is highly desirable
- Fluency in English is essential; knowledge of Arabic would be advantageous
Quantity Surveyor (Pre-Contract)
We are seeking a skilled Quantity Surveyor (Pre-Contract) to join our team in the UAE. The role involves managing cost planning, estimating, measurement, and commercial analysis for buildings and infrastructure scope - pre-contract stage. The successful candidate will be responsible for accurate Cost Planning, Bills of Quantities (BOQs), tender documentation, value engineering support, and commercial input to ensure competitive and compliant bids.
Key Responsibilities
- Review design drawings, specifications, and scope documents for buildings and infrastructure packages.
- Perform detailed quantity take-offs at concept, schematic, and detailed / tender design stages.
- Prepare accurate Bills of Quantities (BOQs) and cost estimates in compliance with POMI, NRM, and CESMM standards as applicable.
- Support preparation of tender submissions, cost schedules, and rate build-ups.
- Conduct market research on material, labour, and subcontractor rates within the UAE.
- Participate in value engineering exercises, identifying cost optimisation opportunities.
- Assist in drafting tender and contract documents, ensuring commercial accuracy and clarity.
- Liaise with suppliers and subcontractors to validate rates and quotations.
- Provide commercial risk assessments, highlight discrepancies, and raise clarifications where required.
- Support bid review meetings and negotiations with consultants/clients.
- Maintain accurate cost data, benchmarks, and ensure timely delivery of all pre-contract outputs.
Qualifications
- Bachelor’s degree in Quantity Surveying, Civil Engineering, or a related.
- Working towards or having achieved professional certification from a recognised body (e.g., MRICS, CIOB).
- 5–10 years’ experience in pre-contract quantity surveying, preferably in the UAE and KSA, or wider GCC.
- Strong working knowledge of recognised standards of measurement: POMI, NRM, and CESMM.
- Proven track record in cost estimation, BOQ preparation, and rate analysis for MEP works and site wide Utilities.
- Proficiency in measurement and cost management software (CostX).
- Sound understanding of tendering procedures, subcontractor pricing, and procurement.
- Excellent communication and reporting skills in English (Arabic is a plus).
Assistant Quantity Surveyor (Pre-Contract)

- Provide general commercial and administrative support to the pre-contract team.
Qualifications
- Bachelor’s degree in Quantity Surveying, Civil Engineering, or related field.
- 2–5 years’ experience in pre-contract quantity surveying (UAE/GCC experience preferred).
- Proficiency in measurement and cost management software (e.g., CostX).
- Working knowledge of measurement standards such as POMI, NRM, and CESMM.
- Exposure to BOQ preparation for buildings and infrastructure works (MEP and utilities experience is advantageous).
