POSITION SUMMARY AND PURPOSE

Q2IMPACT is seeking a Senior Program Manager (PM) to provide exceptional project management to a large, field base Department of State Cooperative Agreement in Jordan. The ideal candidate brings over 8 years of experience in international project management, exceptional project operations and compliance knowledge, and strong inter-personal skills, and strong client management skills. The PM will also demonstrate strong grants management and budgeting skills, to ensure the contract is delivered with quality, compliance, and in adherence to financial targets.

This position provides the opportunity to work with a dynamic team in supporting government clients across the "Three Ds": Diplomacy, Development, and Defense, and contribute to the company�s thought leadership in MEL, evaluation ethics, safeguards, and global learning.

RESPONSIBILITIES

Project Management

  • Proactively work with the field team to ensure timely and compliant implementation and submission of deliverables.

  • Lead and track compliance with DOS requirements across reporting, procurement, MEL, and project documentation; escalate risks to the Program Director as needed.

  • Identify risk across project, and provide proactive mitigation strategies

  • Monitor and manage project budgets and projections in coordination with the Finance team; track burn rates and reconcile LOE inputs.

  • Supervise and mentor the Project Coordinator, providing direct tasking, oversight, and performance feedback.

  • Conducts compliance audits to ensure project meets regulatory requirements and standards

  • Supports Project Director with coordination of technical, operational, and contractual units to ensure integrated delivery across workstreams.

  • Manage onboarding and day-to-day engagement of consultants, subcontractors, and vendors; track approvals and maintain workflow discipline.

  • Implement process improvements related to knowledge management, documentation systems, and deliverables tracking to strengthen project efficiency.

QUALIFICATIONS

Required:

  • Master�s in International Security, Public Policy, Economics, Evaluation, or a related field.

  • Minimum of 8 years of professional experience, including managing large-scale field based grants with cross-functional teams.

  • Experience working with USAID or DOS contracts.

  • Proven track record of managing project budgets in excess of $10 million, and strong working knowledge of different cost strategies and approaches

  • Excellent project management skills, and strong working knowledge of project compliance.

  • Strong stakeholder engagement skills, with experience engaging with clients, communities, and implementing partners.

  • U.S. citizenship

Preferred:

  • Experience in field-based project in Middle East, Ideally Jordan

  • Experience with program audits

  • PMP or other project management certification

  • Demonstrated success with on-contract growth and sales

  • Demonstrated success with the federal sales cycle and capture, including proposal development

REPORTING REQUIREMENTS

This position reports to Associate Director, Department of State

COMPENSATION RANGE

Pro-rated equivalent to $120,000-150,000 annually
