Duties
You will provide strategic and comprehensive direction, oversite and overall management of the Berthing and Messing Program.,You will develop implementing procedures, coordination processes, and planning guidance that translate directives into consistent execution across multiple commands.,You will establish measurable outcomes and readiness metrics to assess program performance and resource utilization.,You will recommend updates to policy, procedures, and business practices based on lessons learned, inspection findings, and operational feedback.,You will plan, formulate, and execute the Berthing and Messing Program's annual budget.,You will manage all fiscal and contractual elements of the program, ensuring efficient use of funds and alignment with Fleet priorities.,You will prepare and submit required Planning, Programming, Budgeting, and Execution (PPBE) documentation and obligation data ensuring accurate reporting and alignment of expenditures with approved objectives.,You will direct and evaluate barge maintenance, repair, and modernization activities performed by public and private industrial partners.,You will coordinate workload distribution across multiple geographic regions, ensuring that industrial capacity, funding availability, and operational priorities are fully aligned.,You will authorize and validate major maintenance actions and ensure work execution meets applicable military and commercial standards.,You will lead modernization planning efforts to align design, funding, and schedule priorities across multiple regions.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Analyzing, planning, and overseeing a Berthing and Messing Program by providing business, financial, contractual, logistics, and industrial management oversight to ensure operational readiness and/or organizational effectiveness for a Fleet-Wide maintenance and logistics program. Must have extensive knowledge of shipyard and industrial-facility capabilities, life-cycle maintenance planning, and the application of both military and commercial standards required to ensure compliance, safety, and readiness.
