Qualifications & Experience:
- Bachelor's degree in Electrical / Electronic Engineering, Power Systems, Telecommunications, Computer Science or a related field.
Experience:
- Minimum 5–8 years' project management experience, with at least 3 years managing AMI / smart metering, prepaid metering or utility infrastructure deployments.
- Demonstrated experience delivering large-scale field rollouts (tens of thousands of meters or equivalent) on schedule and budget.
- Proven client / utility stakeholder management experience, ideally with an electricity distribution utility.
- Strong command of project management methods and tools (schedules, budgets, risk, WBS; MS Project or equivalent).
- Fluent written and spoken English.
Role Purpose:
The Company is delivering a turnkey Advanced Metering Infrastructure (AMI) solution to the Liberia Electricity Corporation (LEC) — encompassing smart prepaid meters, data concentrator units, communication network, Head-End System (HES), Meter Data Management (MDM), prepaid vending and the supporting software platform. The programme follows a phased rollout, beginning with a pilot deployment and scaling to full mass deployment across the local network.
The Project Manager is accountable for the end-to-end, on-the-ground delivery of this programme in Liberia — leading site survey, logistics, system deployment, installation and commissioning, testing (FAT/SAT), training and handover — on time, within budget, to specification, and to the satisfaction of local discom. The role is the single point of ownership in-country and the primary interface between Company, the technology partner, and local subcontractors.
Key Responsibilities:
Project Planning & Delivery:
- Own the project plan — develop and maintain the master schedule, work breakdown structure, milestones and resource plan across all phases (site survey, production, delivery & logistics, deployment, installation, commissioning, training and FAT).
- Drive on-time delivery of the phased rollout — from the initial pilot batch through to full mass deployment — tracking installation rates against agreed monthly targets.
- Manage project scope, budget and cost control; identify variances early and implement corrective action.
- Maintain a live risk and issues register, with mitigation plans, and escalate blockers promptly.
Client & Stakeholder Management:
- Act as the primary liaison with client — managing expectations, approvals, acceptance sign-offs and day-to-day relationships with the client's project team.
- Coordinate with regulators, utility staff, local authorities and communities to secure site access and cooperation for meter installation.
- Provide clear, regular progress reporting (weekly / monthly dashboards, milestone reports) to Company management and LEC.
- Manage the interface with the technology partner on hardware, software configuration, firmware and technical support.
Technical Oversight — AMI / Smart Metering:
- Oversee the deployment and integration of the full AMI stack: single-phase and three-phase prepaid keypad meters, DIN-rail split meters, CT meters, Data Concentrator Units (DCU), the Head-End System (HES), Meter Data Management (MDM), Key Management System (KMS) and prepaid vending.
- Ensure correct system configuration, meter-to-DCU-to-HES communication, and successful integration with LEC's existing billing / vending environment.
- Validate that installations meet technical specifications, metrology standards and safety codes.
Procurement, Logistics & Inventory:
- Coordinate delivery, customs clearance, in-country logistics and warehousing of meters and equipment across delivery batches.
- Maintain accurate inventory control and reconciliation of serialised assets (meters, DCUs, SIMs) from receipt through to installation and commissioning.
Installation, Commissioning & Quality:
- Mobilise, schedule and supervise installation crews and sub-contractors to meet the required monthly installation throughput.
- Enforce quality assurance and workmanship standards; manage snagging, rework and defect resolution.
- Plan and lead Factory / Site Acceptance Testing (FAT / SAT) and formal commissioning, and manage acceptance and handover to LEC.
Health, Safety & Environment (HSE):
- Champion a strong safety culture; ensure all field work complies with electrical safety, HSE policy and local regulations.
- Ensure teams are trained, equipped with PPE, and that incidents are reported and investigated.
Team Leadership & Training:
- Recruit, lead, motivate and manage the in-country delivery team and sub-contractor workforce.
- Organise and oversee training for LEC staff and Company technicians on the meters, HES/MDM software and system operation.
- Support knowledge transfer and capacity building to ensure sustainable local operation and maintenance.
Reporting & Administration:
- Produce accurate project documentation — plans, reports, as-built records, acceptance certificates and close-out documentation.
- Manage contract deliverables, milestone claims and any variation orders in coordination with Company commercial team.
Desirable:
- Recognised project management certification (PMP, PRINCE2 or equivalent).
- Working knowledge of HES / MDM platforms, DCU / DLMS-COSEM communications, and prepaid vending / STS token systems.
- Prior experience working in Africa / emerging markets, and comfort operating in a multi-cultural environment.
- Experience with GoldCard / GCSINCOS or comparable smart metering technology.

- Zero major HSE incidents.
