Job Overview:
The Project Assessment Specialist will support procurement and tendering activities by evaluating technical proposals and assisting in bidder selection. The role involves analyzing tender submissions, applying structured evaluation models, and preparing recommendations while ensuring compliance with procurement policies and governance standards.
Key Responsibilities:
• Participate in tender evaluation committees and maintain confidentiality
• Review and analyze technical proposals and project requirements
• Evaluate bids based on methodology, execution plans, and technical approach
• Assess timelines, project schedules, and feasibility
• Review contractor resources, qualifications, and capabilities
• Analyze past project experience and performance history
• Apply scoring models and evaluation matrices for fair assessment
• Conduct basic financial alignment with commercial proposals
• Identify risks, gaps, and clarification points in submissions
• Prepare evaluation reports, scoring summaries, and recommendations
• Present findings to management and evaluation committees
Requirements:
• Bachelor’s Degree in Business Administration, Accounting, Law, or related field
• PMP or procurement certification preferred
• Strong knowledge of procurement and tender evaluation processes
• Understanding of government procurement regulations
• Strong analytical and document review skills
• Good report writing and communication skills
• Basic financial analysis and risk assessment knowledge
• Proficiency in MS Excel and reporting tools
• High level of integrity, confidentiality, and attention to detail
