Role Summary/Purpose

The Programme Manager will be responsible for the end-to-end execution, governance, and oversight of the Smart Airport City Programme (SACP). The role includes collaborating with business heads, CEOs of airports and Airport Land Development (ALD), and internal and external stakeholders to design, implement, and manage innovative smart solutions that align with the strategic objectives. Includes 20% travel with short notice.
Relevant Industry/Sector Experience
- 18-20 years of experience in managing large-scale smart infrastructure or digital transformation programmes or relevant domains
- Good understanding of products and technologies used in Smart City projects
- Experience in conceptualization, design and implementation of large projects
Technical Competencies
- Proficient in Full stack Software Development Management
- Excellent understanding cloud solutions management

Programme Planning & Implementation
Responsibilities
- Develop the overall project budget and detailed implementation roadmap for the Smart Airport City Programme.
- Prepare and maintain comprehensive project schedules, tracking milestones and dependencies.
- Lead programme governance, chairing review meetings with the Master System Integrator (MSI) and implementation partners to assess progress, address challenges, and track deliverables.
- Monitor project financials and performance metrics to maintain alignment with budget and timelines.
- Oversee timely preparation and dissemination of MIS reports and dashboards for senior management review.
- Develop Standard Operating Procedures (SOPs) for all processes unique to the Smart Airport City initiative.
- Create documentation and knowledge bases that enable seamless replication of successful models across other airports.

Ecosystem Development & Technology Partner Engagement
Responsibilities
- Identify and onboard credible technology partners capable of delivering innovative smart city solutions.
- Build a robust partner ecosystem that can support solution implementation across multiple stages of the programme lifecycle.
- Stay abreast of emerging technologies and market innovations, incorporating relevant advancements into proposed or ongoing solutions.
- Clear understanding of IT/OT technology solutions
- Profound understanding of the ICT and security frameworks.
Key Performance Indicators (KPIs)
- Minimum 3 new relevant partners identified for each solution
- Database of vetted partners expanded by ≥ 20% annually
MSI & Solution Partner Management
Responsibilities
- Lead the end-to-end process of appointing the MSI and solution partners for each solution of the programme.
- Collaborate with the legal and contracts team to develop and finalize RFPs, ensuring alignment with project timelines and strategic objectives.
- Define technical parameters, deliverables, and performance indicators for all partners involved in solution implementation.
- Supervise partner performance to ensure adherence to the agreed scope of work and achievement of KPIs.
Key Performance Indicators (KPIs)
- 100% RFPs released within scheduled timeframes
- Average time from RFP to partner onboarding ≤ 60 days
- % partners meeting agreed KPIs quarterly
Business Case Development & Solution Finalization
Responsibilities
- Develop and present comprehensive business cases for proposed smart city solutions, including cost-benefit analysis (both tangible and intangible).
- Engage user departments to validate feasibility, secure approvals, and fine-tune technical and functional solution details.
- Coordinate proof-of-concept (POC) pilots where necessary, to demonstrate real-world applicability and effectiveness of proposed solutions.
Key Performance Indicators (KPIs)
- No. of business cases proposed vs approved
- ≤ 30 days from proposal to sign-off per solution
Stakeholder Management
Responsibilities
- Proactively involve all impacted departments (e.g., IT, Security & Vigilance, Terminal Operations) early in the solution lifecycle to manage expectations and secure alignment.
- Facilitate cross-functional collaboration to prevent disruption to existing systems or operations.
- Obtain necessary sign-offs from key stakeholders before initiating solution deployment.
