Role Summary: This is a contract role focused on delivering specific, high-impact projects related to the onboarding and management of vendors providing contingent worker (CW) services to BHI COE. The roles include selection, onboarding, and day-to-day operational management of vendors, onboarding of CW, integration of CW into business functions in the CoE. The Contract Program Manager will act as an expert resource and primary liaison, driving seamless, time-bound project execution in coordination with internal enabling functions (HR, Finance, TA, IT). The core focus is on establishing tangible, documented deliverables, including cross-functional project plans, governance models, and business intelligence assets. The Contract Program Manager is responsible for ensuring all services are delivered in compliance with applicable laws and regulations.
Key Project Deliverables & Responsibilities:
- Project: Vendor Operations Governance and Performance Management
- Establish and formalize the operating model for end-to-end vendor lifecycle management, including selection, onboarding, performance review, and off-boarding for strategic partners.
- Develop a Vendor Performance Management framework, defining key metrics (KPIs) for operational efficiency, compliance, and service quality.
- Ensure all vendor services and contingent worker engagements comply with internal policy and external regulatory requirements (e.g., labor laws, proper classification).
- Integrate CW into business functions as per demand and business plan
- Monitor ongoing CW delivery quality & utilization
- Establish Standard Operating Procedures (SOPs) for onboarding, knowledge transfer, and operational workflows related to CW staffing model
- Develop the control framework and quality assurance protocols for compliance, partnering with internal audit or risk functions as required.
- Develop and deliver vendor management and CW management specific business intelligence assets, including dashboards, KPIs, and scorecards, to track defined success metrics. Translate complex data into executive-level insights and presentation assets.
Key Skills: Vendor management (VMO), contract negotiation and compliance, operational governance and control frameworks, service level agreement (SLA) monitoring. Strong stakeholder management and cross-functional coordination, operational project management, process mapping and readiness assessment. continuous improvement methodologies (Lean/Six Sigma good to have).
Required Qualifications & Experience:
- Minimum 10 years of experience with extensive expertise (at least 5 years) in project-based program management, strategic operations, or transformation roles.
- At least 5 years expertise in designing and delivering onboarding frameworks, vendor management operations (VMO), cross-functional program management, or CoE operations in a consultancy capacity.
- Exceptional communication and stakeholder management skills, essential for interfacing with senior executives.
- Strong problem-solving orientation with a demonstrable bias for structured execution.
- Prior experience in global capability centers, shared services, or strategy functions is preferred.
Contractor Status and Compliance:
- This is a contract position. The individual or entity hired is an independent service provider and will not be an employee of the company or its affiliates.
- The contractor is solely responsible for compliance with all applicable local laws, regulations, compensation, licensing, insurance, privacy, and tax duties.
- The contractor must always ensure proper classification and payment according to the employment laws of their jurisdiction for any workers they may use.
Successful Completion of Contract Looks Like:
- The CoE Vendor Management Framework is operational and fully documented, for sustained operation.
- Strategic programs assigned during the contract period are executed on time, with measurable impact and documented closing reports.
- Governance models and SOPs are fully documented and ready for adoption across the CoE.
- Leadership is supported with delivered, functional, data-driven BI insights and reporting tools.
