The Procurement & Budget Management Manager is a senior individual contributor and team leader within the Finance Division, reporting directly to the Finance Head and Director. This role is the company's central authority for all procurement lifecycle activities and budget governance, ensuring that organizational spend is strategically planned, competitively sourced, compliantly executed, and rigorously tracked against approved financial plans.
The incumbent will bridge strategic finance planning with operational procurement execution, driving cost efficiency, supplier accountability, and budgetary discipline across all business units.
Key Responsibilities
- Procurement Management
- Design, implement, and continuously improve end-to-end procurement policies, frameworks, and standard operating procedures (SOPs).
- Lead and manage the full procurement lifecycle — requisition, RFQ/RFP, vendor evaluation, negotiation, purchase order issuance, and contract closure.
- Develop and maintain an Approved Vendor List (AVL); conduct periodic vendor performance reviews and audits.
- Negotiate commercial terms with suppliers to achieve optimal cost, quality, delivery, and payment conditions.
- Ensure all procurement activities comply with company policies, internal controls, and applicable regulatory requirements.
- Collaborate with cross-functional teams (Operations, IT, Admin, Projects) to consolidate and prioritize procurement needs.
- Budget Planning & Management
- Monitor monthly, quarterly, and annual budget utilization; prepare and present variance reports with actionable insights.
- Establish budget control mechanisms — approval workflows, spend limits, and escalation matrices — to prevent budget overruns.
- Work closely with the Finance Head to reallocate resources and re-forecast budgets in response to business changes.
- Evaluate capital expenditure (CAPEX) requests and provide financial justification assessments.
- Financial Control & Compliance
- Ensure all procurement spend is pre-approved, properly coded, and aligned with the approved budget.
- Maintain audit-ready documentation for all procurement transactions, contracts, and vendor agreements.
- Support internal and external audit processes; resolve audit findings related to procurement and budget management.
- Drive compliance with GST, TDS, and other statutory requirements applicable to vendor payments and procurement.
- Vendor & Contract Management
- Manage the complete vendor contract lifecycle — drafting, review, execution, renewal, and termination.
- Negotiate with vendors.
- Resolve vendor disputes, payment escalations, and contract breaches in coordination with the legal team.
- Reporting & Stakeholder Management
- Prepare and present comprehensive procurement and budget reports to the Finance Head & Director on a regular basis.
- Provide financial analysis and recommendations to senior management for strategic decision-making.
- Act as the primary point of contact between the Finance Division and all internal stakeholders for procurement-related matters.
- QUALIFICATIONS & EXPERIENCE
Educational Qualifications
- MBA / PGDM in Finance, Supply Chain Management, or Construction Management — Preferred
- B.E. / B.Tech in Civil Engineering, Architecture, or Construction Management — Equally Accepted
- B.Com / BBA with strong finance background will also be considered
- Engineering graduates with a finance or management certification are strongly encouraged to apply
- Professional certifications such as CIPS, CPSM, CA (Inter), CMA, PMP, or RICS will be a distinct advantage
Work Experience
- Minimum 2-3 years of progressive experience in procurement, supply chain, and/or budget management
- Prior experience in a Finance Division with exposure to both procurement and budget functions
- Familiarity with procurement of BIM software licenses (Autodesk, Bentley, Revit, Navisworks), IT infrastructure, and engineering consultancy services is a strong advantage.
