Role Purpose
Own and mature the Process Safety Management (PSM) system across iron & steelmaking, rolling and utilities assets—embedding barrier-based risk control and compliance with Indian regulations and AM/NS standards to achieve incident-free, inherently safer operations.
Goals and Deliverables
Key Responsibilities
● Lead the deployment and continuous improvement of Process Safety Management (PSM) elements (process safety information, MOC, operating procedures, training, PSSR, mechanical integrity, contractor management, incident investigation, audit).
● Maintain up-to-date Process Safety Information (PSI): process descriptions, PFD/P&ID, cause-and-effect diagrams, relief system design, hazardous area classification, and material properties.
● Plan and facilitate HAZID/HAZOP and LOPA/SIL studies; drive recommendations to closure and verify safeguard integrity.
● Establish performance standards for critical barriers (engineering and procedural) and implement bow-tie / Barrier Management and Assurance (BMA).
● Drive a robust Management of Change (MOC) process, including temporary changes; ensure PSSR is completed before start-up.
● Lead Process Safety aspects of commissioning and start-up (SIMOPS, LOTO, inerting & purging, refractory dry-out, interlock testing) in collaboration with Operations and Engineering.
● Champion Mechanical Integrity & Reliability for safety-critical equipment (relief devices, furnaces, gas-cleaning systems, gas holders, piping, ESD/PSD systems, instrumentation); define inspection/test plans with Maintenance.
● Manage risks linked to explosive/flammable atmospheres and high-temperature operations (COG, BF/BOF gas, H₂/N₂, oxygen safety, hot work).
● Develop competency and safety culture: training programs, supervisor coaching, learning teams, and awareness campaigns.
● Lead incident investigations using root-cause and causal-tree methodologies; drive action plans and organizational learning.
● Interface with authorities and external parties; ensure compliance with Indian regulations and international standards.
● Provide process safety requirements for projects: design reviews, specifications, plot plan/siting, relief/flare systems, hazardous area classification (HAC), and alarm rationalization.
Required Qualifications & Skills
● 8–12 years of experience in Process Safety or Process Engineering within heavy industry (steel/metals/refining/chemicals), including leading HAZOP/LOPA workshops and managing MOC processes.
● Strong knowledge of Indian regulatory frameworks and applicable codes/standards; proven barrier-based risk management (bow-tie/BMA).
● Hands-on experience with incident investigations, QRA/qualitative risk assessments, and the safety-instrumented systems (SIS) lifecycle.
● Strong cross-functional influence with Operations and Engineering; excellent written/oral communication and training capability.
Preferred / Nice to Have
● Engineering degree (Chemical, Mechanical, Metallurgical). Functional Safety certification (e.g., TÜV FS Engineer / FS Professional) is a plus.
● Experience with gas system safety (BF/BOF/COG), explosion protection, and digital PSM dashboards/metrics.
Key Performance Indicators
● Completion rate and timeliness of PHA/LOPA and incident-action items.
● Barrier health indicators (barrier performance KPIs) and Mechanical Integrity compliance for safety-critical equipment.
● Reduction of high-potential events and loss-of-containment (LOC) incidents; improving audit scores.
● MOC/PSSR compliance and on-time completion.
