Description
The Trainee Dispatcher is an entry-level, developmental role responsible for learning the real-time monitoring, coordination, and control of the Cooperative’s electric transmission, distribution, and generation systems. Under the direction and supervision of certified Dispatchers, Lead Dispatchers, and the Dispatch & Compliance Manager, the Trainee Dispatcher develops the knowledge, skills, and judgment necessary to safely and reliably operate the electric system and to obtain NERC Transmission System Operator Certification.
This position is intended as a training pipeline into the Dispatcher role.
Key Responsibilities
Training & Development
- Participate in a structured Dispatcher training program covering system operations, switching practices, safety procedures, regulatory requirements, and emergency response.
- Work under direct supervision while learning SCADA systems, telemetry tools, and system monitoring software.
- Progressively assume additional responsibilities as training milestones are completed.
- Prepare for and obtain NERC Transmission System Operator Certification within a defined training period.
System Monitoring & Support
- Assist in monitoring electric system conditions including load, voltage, and power flows under the supervision of a certified Dispatcher.
- Observe and assist with the development and execution of switching and clearance orders for transmission, distribution, substations, and generation equipment.
- Support outage tracking and restoration efforts by gathering information and assisting certified Dispatchers.
- Maintain awareness of system conditions, scheduled outages, and planned switching activities.
Communication & Documentation
- Assist in maintaining accurate, chronological logs of:
- System conditions and outages
- Switching and clearance orders
- Breaker operations
- Radio and telephone communications
- Utilize approved three-way communication techniques during all phone and radio interactions.
- Participate in shift turnovers by observing and assisting with communication of system status and ongoing activities.
Reliability & Compliance Support
- Learn and follow Electric Reliability Standards approved by FERC and enforced by NERC and its Regional Entity.
- Assist with data collection, reporting, and documentation related to reliability compliance.
- Maintain strict confidentiality in accordance with Cooperative policies, non-disclosure agreements, and anti-trust requirements.
Professional Conduct & Operations Support
- Maintain a working knowledge of Cooperative policies, procedures, and electric services.
- Demonstrate professionalism, sound judgment, and a strong commitment to safety at all times.
- Perform routine housekeeping duties within the Control Center.
- Perform other related duties as assigned to support system operations and training objectives.
Requirements
Education & Experience
- High School Diploma or equivalent required
- Associate Degree in an electrical power–related discipline preferred
- Prior experience in electric utility field operations, generation, relay, SCADA, or related technical roles preferred
- NERC Transmission System Operator Certification not required at hire, but must be obtained within the designated training period (typically within one year of eligibility)
Knowledge, Skills & Abilities
- Ability to learn electric utility system operations, switching practices, and safety rules.
- Ability to work rotating shifts, including nights, weekends, and holidays.
- Strong ability to listen, observe, and process multiple sources of information in an active control room environment.
- Ability to remain calm and attentive in high-stress or time-critical situations.
- Strong oral and written communication skills.
- Proficiency with Microsoft Office and the ability to learn dispatch-related software.
- Strong organizational skills, attention to detail, and willingness to accept feedback and coaching.

Authority & Decision-Making
- Works under the direct supervision of certified Dispatchers and Lead Dispatchers.
- Does not independently direct switching, clearances, or real-time system actions until properly trained and authorized.
- Authority increases progressively as training milestones and certifications are achieved.
Physical Demands & Work Environment
- Primary work environment is the electric system control center.
- Combination of sitting, standing, and repetitive hand motions.
- Extended periods of monitoring computer displays.
- Occasional lifting up to 25 pounds.
- Some walking, bending, kneeling, reaching, and work in confined or awkward positions.
- Ability to sit or stand for extended periods.
