Empower Pragati is a leading skill development and livelihoods organization working across government, CSR, and private sector partnerships to enable sustainable employment outcomes for youth across India. Our work spans placement-linked skilling, RPL, apprenticeships, employer-integrated upskilling models, and emerging technology-enabled employment pathways. Role Overview
The Placements Head - Head Office will lead the design, execution, and scaling of placement strategies and employment partnerships across domestic and international markets. This role goes beyond execution and is expected to build innovative, monetised placement models, strengthen institutional employer relationships, and anchor placement-linked revenues for Empower Pragati. The role will serve as the central strategic and operational anchor for placements, working closely with leadership, program teams, CSR partners, and employers, while building and managing a small Head Office placement team.
Key Responsibilities
1. Placement Strategy & Revenue Model Design
● Design and implement placement strategies aligned with Empower Pragati’s skilling, CSR, and government-funded programs.
● Conceptualise and operationalise paid placement models, including:
● B2B models (fee/service based models with candidates/students)
● B2C models (fee/service-based models with employers)
● Build placement as a revenue-linked vertical, not just an outcome function.
● Continuously scan industry demand, emerging job roles, and evolving employer requirements to inform proposal alignment and program design.
2. Partnership Development & Employer Engagement
● Develop and manage long-term partnerships with employers, staffing agencies, and recruitment partners across sectors such as Healthcare, ITeS/BPO, Green Technology, Retail, Logistics, BFSI, Manufacturing, and emerging sectors.
● Establish and scale international placement tie-ups, including mobility-linked opportunities where feasible.
● Convert employer relationships into repeatable, scalable hiring pipelines rather than ad-hoc placements.
3. Team Building & Leadership
● Build, mentor, and manage a small Head Office placements team(1-2 people).
● Define clear roles, targets, dashboards, and accountability mechanisms for the placements team.
● Coordinate closely with state, regional, and centre-level placement teams to ensure alignment and execution discipline.
4. Innovation & Ecosystem Partnerships
● Work on innovative placement and employment models, including tech-enabled hiring, platform partnerships, and ecosystem collaborations.
● Engage with digital public infrastructure and ecosystem players to integrate placements as modular service.
● Translate concept papers and pilots into implementable, revenue-linked services for Empower Pragati.
5. Alignment with Government & CSR Programs
● Ensure placement models comply with scheme guidelines, wage thresholds, retention norms, and audit requirements under government and CSR programs.
● Support employer mapping, placement strategy inputs and validation for EOIs, RFPs, and CSR proposals.
● Work closely with compliance and finance teams to ensure audit-ready documentation.
6. Reporting, Tracking & Governance
● Track placement pipelines, conversions, revenues, joining ratios, and drop-offs using structured dashboards.
● Maintain records of MoUs, employer contracts, placement confirmations, and revenue-linked agreements.
● Provide regular updates to senior leadership on performance, risks, and growth opportunities.

Qualifications & Experience
● Postgraduate degree in Management, Social Sciences, Public Policy, HR, or related fields.
● 6–10 years of experience in placements, employer partnerships, or institutional business development within Skill development / livelihoods,Government/CSR-funded programs, Staffing / recruitment ecosystems.
● Proven experience in building employer relationships and placement pipelines.
● Exposure to revenue models, partnerships, or service monetisation will be a strong advantage.
Salary: ₹8–10 LPA, negotiable based on relevant experience and demonstrated capability.
