Emergency Management Program and Data Manager

As the Emergency Management Program and Data Manager, you will shape the strategy, systems, and data that power critical decision-making before, during, and after incidents. This is an opportunity to drive meaningful outcomes for public safety by transforming how technology and data support Emergency Management (EM) programs and Emergency Operations Center (EOC) operations.
In this role, you will lead complex, cross-functional initiatives that bring together technology, data, and operations. From concept to implementation, you will manage high-visibility projects that modernize EM/EOC systems, enhance situational awareness, and strengthen operational readiness. You’ll collaborate with Pinellas County Business Technology Services (BTS), vendors, and regional partners to deliver scalable, forward-looking solutions that make a real difference when it matters most.
You will directly supervise and develop a small, specialized technical team, setting priorities, guiding project delivery, fostering professional growth, and ensuring alignment between technical outputs and operational needs.
You will champion a data-driven approach to emergency management advancing the use of platforms such as WebEOC, GIS, and business intelligence tools to turn information into actionable insight. Your work will directly support executive decision-making, identify trends, and shape continuous improvement through after-action analysis and performance measurement.
This role also serves as a key driver of change, leading efforts to introduce new systems and capabilities while ensuring teams are prepared, trained, and equipped to succeed. You’ll guide long-term planning and investment strategies for critical EOC technology, balancing innovation with reliability in a fast-paced, mission-critical environment.
Beyond the organization, you will engage with regional partners and initiatives to advance shared capabilities and secure funding that strengthens community resilience.

Plans and assesses assigned operations and related costs, design, performance, maintenance, administrative systems, necessary to achieve goals of projects and assignments;
Coordinates and manages assignments and projects as assigned including the planning and operations phases that may include design, development, testing, implementation, production, and normal operations;
Estimates time frames, quality, identifies sources, and quantity of resources required to successfully implement assignments, projects, and activities;
Analyzes results, monitors progress, evaluates changes, and negotiates change management implementation;
Examines and evaluates best practices of other departments, governments, agencies, or private sector organizations for potential departmental process improvements;
Monitors progress on subject matter assignments, special projects, services, operations, construction, or other activities in accordance with established requirements and schedules;
Education and Experience:
Eight (8) years of technical and professional level experience in the assigned subject matter area of responsibility that includes one (1) year of supervision or supervisory training; or a Bachelor’s degree in information technology, business, finance, public administration, construction management, engineering, project management, or a related field and four (4) years of experience as described above; or a Master’s degree and two (2) years of experience as described above; or an equivalent combination of education, training, and/or experience.
Advanced project or program management training or certification (e.g., PMP, PgMP, Agile, or equivalent)
Demonstrated experience implementing or administering systems such as WebEOC, GIS platforms (e.g., Esri/ArcGIS), business intelligence tools, or similar operational systems
Knowledge, Skills and Abilities
Skill in interpersonal skills, communications, team building, facilitation, networking, and negotiations.
Ability to operate a personal computer and other automated systems to enter and retrieve information, monitor work performed, and to communicate information in reports, etc.
