OVERVIEW
The AVP, BSA Specialist, serves in an advisory and oversight capacity for BSA Institutional activities, with primary responsibility for assessing the adequacy and effectiveness of governance, risk management, and internal controls for the Bank’s Third-Party Program Managers and cobranded programs. The role includes performing due diligence on new and existing Program Managers, evaluating AML and fraud control environments, and determining alignment with regulatory expectations and the Bank’s risk appetite.
The AVP, BSA Specialist conducts testing, analyzes trends, validates remediation effectiveness, and issues recommendations to strengthen oversight and risk management practices. The role collaborates closely with internal stakeholders to support a risk-based, well-documented oversight framework and provides management and executive reporting to support senior leadership, risk committees, and the Board.
ESSENTIAL DUTIES AND RESPONSIBILITES include the following.
- Conduct due diligence on new Program Managers and cobrands to assess risks, controls, and risk appetite tolerance.
- Lead BSA and Fraud oversight testing of Program Managers and cobrands and evaluate effectiveness and/or recommend action plans to remediate observed deficiencies.
- Ensure adherence to Patriot Bank’s risk appetite statement and alignment with the bank’s policies, procedures, and strategic objectives.
- Partner with business stakeholders such as Operations, Institutional Banking, and Compliance teams to strengthen payment program controls.
- Deliver metrics to BSA leadership on a regular cadence that provides insight into the state of the Program Manager’s testing results.
- Prepare management information (“MI”) utilized for executive reporting to risk committees and the Board on oversight results, trends, and alignment with Patriot Bank’s risk appetite.
- Assist in the preparation of responses to internal audit, regulatory examinations, and external reviews as well as support remedial efforts.
- Supports other initiatives, engagements, and projects as needed.
- Maintain current knowledge of BSA/AML, OFAC, fraud, and related regulatory developments to ensure ongoing program effectiveness.
- Serve as a subject matter resource for process improvement, control design, and risk mitigation within the BSA/AML and fraud program.
- All employees are responsible for compliance with the Bank Secrecy Act and in some roles, OFAC regulations. Depending on job responsibilities, more or less aspects of the regulations may apply, but at a minimum, all employees are responsible for reporting suspicious activity they identify in the course of performing their job duties. This includes activities conducted by customers, fellow employees, board members, and vendors.
- Perform other duties as assigned to support bank operations.
SUPERVISORY RESPONSIBILITIES
The incumbent may provide functional guidance, lead or participate in cross-functional initiatives, and offer subject-matter expertise or project coordination related to BSA/AML and fraud oversight activities. Such responsibilities involve collaboration, influence, and advisory input only and do not constitute formal supervisory duties, people management, or managerial authority. All personnel decisions remain the responsibility of designated managers.

EDUCATION and/or EXPERIENCE
- Bachelor's degree (4-year) or equivalent work experience.
- 10+ years of experience in treasury management, banking, or a client advisory role.
- Expert knowledge of treasury management products, services, and cash flow optimization strategies.
- Deep understanding of business and banking regulations including UCC, Reg CC, and Reg E.
- Excellent verbal and written communication, analytical, and presentation skills.
OTHER QUALIFICATIONS
- Strong analytical and critical thinking skills, with the ability to evaluate complex processes and datasets.
- Excellent written and verbal communication skills, including experience drafting formal reports and executive summaries.
- Strong relationship management skills.
- Highly organized with effective time management skills
- Demonstrated ability to manage multiple assignments, meet deadlines, and operate independently.
- Strong ability to prioritize and manage multiple tasks effectively in a fast-paced, deadline-driven environment
- High ethical standards, sound judgment, and discretion when handling confidential information.
- Proficiency in Microsoft Office and familiarity with AML and fraud monitoring software (e.g., Verafin, Unit 21, Lexin Nexis).
PREFERRED / PLUS QUALIFIACATIONS
- Professional certification (CAMS, CFE, CIA, or CRMA)
