Description
Under the direction of the Chief Operating Officer (with clinical oversight provided by the CMO or designee), the Nurse Manager serves in an administrative and programmatic capacity supporting nursing operations, regulatory compliance, quality initiatives, and clinical program oversight. This position functions primarily in a non–direct patient care role and is responsible for coordinating nursing-related administrative functions, staff competency monitoring, regulatory readiness, infection prevention activities, and compliance with federal, state, and programmatic requirements.
This position is full-time on-site in Tustin, CA with a schedule of Monday through Friday 8am-5pm.
Job Responsibilities & Duties:
- Provides comprehensive administrative oversight of nursing and back-office operations to ensure consistent workflows, operational efficiency, and compliance with organizational policies and regulatory requirements.
- Serves as a clinical and operational resource to clinic leadership, providing guidance, consultation, and support related to nursing practice standards, scope of practice, and clinical workflows.
- Supports the implementation, evaluation, and ongoing monitoring of nursing policies, procedures, and standardized clinical protocols across all clinic sites.
- Coordinates and facilitates communication between clinic sites, nursing leadership, quality, compliance, operations, and other internal departments to promote alignment and continuity of practice.
- Oversees the coordination and completion of initial and annual competency assessments for clinical support staff, including Medical Assistants and Licensed Vocational Nurses.
- Monitors competency documentation for completeness, accuracy, and timeliness, and collaborates with clinic leadership to address identified gaps or corrective actions.
- Supports Clinic Managers in performance evaluation processes related to clinical competencies, quality of care, and adherence to established workflows.
- Collaborates with the Quality Department on applicable quality improvement initiatives, performance monitoring activities, and regulatory reporting requirements.
- Supports care coordination and enhanced care management workflows for high-risk patient populations by assisting with process development, monitoring, and interdisciplinary collaboration.
- . In conjunction with the Pharmacist, provides administrative assistance, guidance, and oversight related to 340B Program operations, including workflow support, documentation integrity, and compliance monitoring.
- Supports enhanced care management activities through coordination, communication, and workflow optimization across care teams.
- . Participates in HRSA audits, site visits, and reviews by assisting with documentation preparation, data validation, and corrective action planning as needed.
- Oversees vaccine inventory management processes, including ordering, reconciliation, storage documentation, and compliance with VFC/VFA and organizational requirements.
- Serves as secondary CalVax coordinator, supporting clinic leadership with inventory tracking, transfers, reconciliation, and ordering processes.
- Participates in HRSA, VFC, and payer audits by coordinating documentation, responding to audit requests, and supporting follow-up activities.
- Supports infection prevention workflows, surveillance activities, and outbreak response planning in alignment with CDC, CDPH, OSHA, and organizational guidance.
- Supervises clinical rotations with nursing schools and MA training programs. This function maybe delegated to nurses or lead medical assistants.
- . Manages infection control by assuring the implementation of current standards of infection control and safety regulations. Develops and/or periodically revises policies and procedures related to infection control.
- . Maintains a current understanding of regulatory trends and changes in law (i.e. Title 22, vaccine storage and management, Vaccines for Children, CDC guidelines for Infection Control and Blood borne Pathogen Management).
- . Works closely with the Quality and Compliance Manager and Chief Operating Officer for maintenance of certification as a Patient Centered Medical Home (PCMH).
- . Works closely with the Quality and Compliance Manager, Chief Medical Officer and the Chief Operating Officer to implement and execute improvement projects (PDSA’s) with the CQI team.
- In collaboration with Human Resources, provides coordination and administrative oversight of employee health activities, including immunization tracking, documentation review, and regulatory compliance monitoring.

Minimum Position Qualifications:
· Education: Associate’s Degree
· Experience / Training: Two years of clinical experience
· License / Certification: Current RN License; current BLS Certificate
Preferred Position Qualifications:
· Education: Bachelor’s Degree in Nursing
· Experience / Training: Experience in a Federally Qualified Health Center (FQHC)
· Designation of Public Health Nurse Certification with California Board of Registered Nursing
· Bilingual English/Spanish
