About the role

Job purpose

Leading the execution of engineering pipeline and piping designs for pipeline systems and infrastructure, under the authority of the Manager of Engineering. Accountable for project standards and modifications associated with technical standards to preserve assets. Serve as a Subject Matter Expert with the skills to identify and troubleshoot issues related to the construction and installation of infrastructure, optimizing availability and reliability while sharing best practices. Develop performance improvement plans to ensure the appropriate engineering tools and maintenance are available and properly utilized to support the respective business functions guaranteeing business continuity and efficiency.


The position will act according to the organization’s mission, vision, values, policies, and guidelines, supported by an IT technology platform, HSE standards, the Oman government, and other legal justifications and best international practices aligned with national objectives.


Main tasks and responsibilities

  • Lead technical design work on studies and project deliverables.
  • Act in a consultative manner & technical reference to bring out the best strategies and approaches to deliver the technical requirements to pipeline design and engineering.
  • Lead selection of indirect resources required in the field of Pipeline/Piping Engineers and allocate them efficiently in different projects.
  • Responsible for the coordination and progress of Pipeline/Piping engineering design & support construction for all projects.
  • Liaise with Vendor’s representatives and other departments on all matters relating to Pipeline/Piping applications design & construction support for assigned projects.
  • Responsible for technical accuracy, quality, and economy of Pipeline/Piping engineering applications design for projects.
  • Ensure that Company Safety and Quality Control Procedures are followed during the execution of all contracts and that a high standard of safety is achieved in all design work.
  • Support project execution inclusive of pre-commissioning, commissioning and handover
  • Supervise the preparation of the necessary documentation for assigned projects, establishing major methods and data as necessary, and ensuring the selection of the optimum Pipeline/Piping design from both technical and economic standpoints.
  • Ensure that design methods, standards and data used conform to Asset Owners requirements and/or those issued by the Engineering department.
  • Lead and develop the scope of Pipeline/Piping engineering/construction applications work and project execution strategy for proposals.
  • Participate in discussions at the concept stage with Asset Owners to assist in the definition of the scope of work and project execution strategy.
  • Participate in pre- and post-contract awards in discussions/reviews with Asset Owners to assess and assist in the definition of user requirements.
  • Lead the review of Pipeline/Piping Engineering Deliverables and participate in project reviews and workshops.
  • Lead solving Pipeline/Piping engineering challenges that are recognised during the development of the Front-End Engineering Design Package, detailed engineering and construction phase.
  • Identify gaps in existing practices and tools and manage the process of developing new practices/guidelines or toolkit items that enhance technological offerings.
  • Develop graduate engineers through the preparation and delivery of training courses/coaching.
  • Ensure lessons learnt are carried out through the project execution phases about pipelines and ensure application on all projects, this is in coordination with the assigned Pipeline/Piping leads & Engineers and the project team.
  • Lead implementation of innovative solutions in the pipeline function
  • Support the development of the departmental budget and evaluation of total project costs



Background and experience

  • Bachelor’s degree or equivalent in Mechanical Engineering, or equivalent
  • From 12 to 14 years of experience in engineering disciplines e.g. pipeline & pipping, and mechanical in the oil and gas sectors.
  • Understanding of pipeline and piping design standards, refineries, petrochemical plants, storage tanks, and standard codes (API, ASME, ASTM, PIP). Familiar with resource control, contract management, and general project management

Technical skills:

  • Computer literate with expertise in MS Office and SAP Systems.
  • Technical engineering terminology in English and Arabic languages.
  • HSE, finance, budget, and reporting.
  • Detailed understanding of general industry standards and the requirements of the more frequently referenced standards.
  • HSE Management System, ISO Certifications and standards, SOP interpretation, and risk management methods and practices.
