Description


SUMMARY 

Administers the Section 8 tenant-based rental assistance functions by performing the following duties.


ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned.

  • Complete initial enrollments, contracts, and annual and interim reexaminations in a timely manner to determine tenant eligibility, calculate rent, and ensure compliance with applicable regulations.
  • Conduct housing unit inspections to verify compliance with Housing Quality Standards (HQS).
  • Evaluate rental structures to determine unit comparability and rent reasonableness within market areas; perform rent surveys, negotiate lease terms and rents with landlords/owners on behalf of the Oklahoma Housing Finance Agency (OHFA), and accurately enter and submit payment data for eligible units and tenants.
  • Transmit and receive current program data through electronic systems and host computer interfaces.
  • Facilitate orientations for prospective program participants to explain program requirements and expectations.
  • Maintain necessary supplies and equipment to support effective job performance.
  • Address health, safety, and tenant concerns; follow up with owners/agents and tenants to ensure appropriate corrective actions are taken.
  • Support Oklahoma Housing Finance Agency's  (OHFA) achievement of the highest possible performance ratings on Section 8 Management Assessment Program (SEMAP) indicators.
  • Maintain up-to-date knowledge of regulations, policies, and procedures related to the Section 8 Housing Choice Voucher (HCV) Program and other special programs, including implementation of new federal rules.
  • Communicate effectively and maintain professional working relationships with the public, owners, property managers, and tenants; investigate and resolve complaints to promote program compliance and satisfaction.
  • Keep supervisors informed of unexpected situations; adjust schedules and work processes as needed and notify affected parties.
  • Represent the agency at public functions, seminars, and other assigned outreach or public relations activities.
  • Serve as backup for specialist functions as required.
  • Contribute to the efficiency and effectiveness of day-to-day agency operations.
  • Deliver exceptional customer service to internal and external stakeholders by maintaining a courteous, helpful, and professional demeanor.

QUALIFICATIONS

EDUCATION and/or EXPERIENCE 

Bachelor's degree from a four-year college or university; or two to six years related experience and/or training preferred; or equivalent combination of education and experience.


LANGUAGE SKILLS

Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations. Ability to write reports, business correspondence, and procedure manuals. Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the public.



CERTIFICATES, LICENSES, REGISTRATIONS 

Valid driver's license

Must be eligible for bonding

Certification in Housing Choice Voucher (HCV) Specialist and Housing Quality Standards (HQS) is required within six months of hire.

Proof of Insurance

*Must have reliable transportation suitable for essential job functions. Mileage reimbursement is available.

While performing the job duties, the employee could be regularly exposed to outside weather conditions. The noise level in the work environment is usually moderate.

Extensive travel is required with some overnight stays, depending on assigned duties and/or geographical area.

Salary Description
$41,673.00 - $48,000.00
