Duties
Leads a team of HR Specialists, assigning work, balancing workload, coaching staff, and ensuring timely, high-quality completion of projects and deliverables. Serves as project manager for complex, nationwide HR consulting projects, establishing objectives, milestones, budgets, and ensuring successful execution. Provides expert strategic consulting to federal agencies on human capital programs, including workforce planning, performance management, and organization design. Analyzes workforce and organizational data to develop recommendations, reports, dashboards, and presentations that drive executive decision-making. Advises senior leadership and stakeholders on HR policies, programs, and organizational improvements, influencing agency-wide initiatives. Designs and delivers training, workshops, and briefings on strategic human capital topics to internal and external stakeholders. Collaborates across OPM and external partners to implement HR solutions, improve programs, and support high-impact, enterprise-level initiatives.

Qualifications
For the GS14: You must have one full year (52 weeks) of specialized experience comparable in scope and responsibility to the GS-13 grade level or pay band in the Federal service (obtained in either the public or private sectors) performing all of the following: Managing complex HR or human capital projects involving strategic planning, workforce planning, performance management, or organization design; and Providing expert advisory services to senior leaders on HR policies, programs, and organizational effectiveness; and Developing and delivering training, briefings, or consultations on strategic human capital initiatives to a variety of stakeholders; Leading or coordinating teams in the delivery of human resources programs, including assigning work, monitoring progress, and ensuring quality outcomes; and Analyzing workforce or organizational data to develop recommendations, reports, or presentations that inform executive decision-making. Merit promotion applicants must meet time-in-grade requirement as defined in 5 CFR 300, Subpart F. One year at the GS-13 grade level is required to meet the time-in-grade requirements for the GS 14 level. You must meet all qualification and eligibility requirements within 30 days of the closing date of this announcement. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
