Welcome to District 31!
District 31 consists of two schools: Winkelman Elementary School serves preschool through 5th grade students. Field Middle School serves students 6th through 8th grade. District boundaries include portions of Glenview and Northbrook, as well as some areas of unincorporated Cook County. Both schools have won the coveted Blue Ribbon Award from the United States Department of Education and other honors.
The District houses approximately 905 children who speak over 25 languages and a talented, diverse staff to support our mission of inclusiveness. Class sizes range between 15 and 22. The school day, schedule, teaching practices and educational setting at both Winkelman and Field Schools are tailored to best provide a developmentally appropriate, yet rigorous learning environment meeting the unique needs of every learner.
Programs are available to provide extra challenge and enrichment as well as additional support. Hands-on learning and stimulating educational experiences provide students varied opportunities to interact meaningfully with the material. Technology is used as a tool to support instruction and further enhance the learning experience. iPads are provided to every student in grades K – 2nd, and Chromebooks are provided to every student in grades 3rd through 8th.nd Social and emotional learning is also emphasized. HUMAN RESOURCES MANAGER
REPORTS TO: Directly to the Director of Finance and Operations and Indirectly to the
Superintendent
Work Calendar: 12 Months
Status: Exempt - Non-Union/Confidential - IMRF
PRIMARY PURPOSE:
The Human Resources Manager supports the day-to-day human resources operations of the district,
including HR information systems, recruitment and hiring, employee benefits, employee relations,
compliance, record keeping, and required reporting. This role serves as a primary point of contact for
employees and building leaders, helping ensure that HR policies and practices are implemented
consistently and support a positive, compliant, and productive workplace. In this capacity, the position
plays an important role in supporting the successful implementation of the District 31 Strategic Plan by
ensuring that staffing, personnel practices, and organizational supports align with the district’s goals and
priorities.
QUALIFICATIONS - EXPERIENCE - KNOWLEDGE:
● Bachelor’s Degree in human resources, business, or related field preferred
● Minimum of five years related experience necessary, as well as thorough knowledge of current
laws governing the human resource field.
● PHR or HCLE certification desired.
● Experience in schools desired.
● Microsoft and Google knowledge required, as well as intermediate Excel knowledge.
● Good written and verbal communication skills required.
● Ability to organize information and problem-solve complex situations.
● Strong interpersonal skills.
● Ability to deal with confidential information.
● Ability to work independently.
● Willingness to learn new technologies.

ESSENTIAL PERFORMANCE RESPONSIBILITIES:
The tasks listed below are representative of the essential performance responsibilities expected of the
Human Resources Manager at a proficient level.
HRIS (Human Resources Information System)
1. Efficiently and effectively manage and utilize technology and systems specific to human
resources management, such as Skyward, Red Rover, Benefits Solver, etc.
a. Accurately and timely enter all personnel transactions (new employees, position changes,
pay changes, leave allocations, department/budget changes, separations, etc.)

b. Communicate and coordinate with the payroll coordinator to ensure employees are paid
correctly, including managing timesheets and other pay-related systems
c. Perform beginning and end-of-year processes related to employee pay/position, including
creation of work calendars, salary schedules, annual salary changes, rollover tasks,
leave balance transfers, etc.
d. Ensures effective communication with the business office related to position control
e. Review and submit information to pay for extra duty assignments and substitutes
2. Data management and reporting
a. IWAS reporting - EIS and others as assigned
b. Prepare and distribute an annual sequence of honorable dismissal (SB7) reports and
letters
c. Prepare an annual seniority list
d. Ensure data is current, accurate, and efficiently organized to support regular and ad hoc
reporting needs as requested
e. Ensure the confidentiality and security of data and information
Recruitment and Hiring:
1. Maintain accurate job descriptions and assist with the creation of new job descriptions as
requested
2. Support recruiting and hiring activities
a. Maintain current and accurate job postings
b. May assist with screening, scheduling, interviewing, reference checking, or other related
activities as requested by the hiring manager.
c. Make employment offers to final candidates
d. Coordinate onboarding activities related to employment, including but not limited to the
collection of required employment documents, background checking, personnel file
creation, licensure review, and personnel reports for board approval
e. Manage and/or facilitate the logistics for the onboarding process (devices, accounts,
phone assignment, Pcard, ID badges, key card, etc.)
3. Manage temporary and contracted staff
a. Actively recruit, interview, hire, and onboard substitutes
b. Manage an efficient process to handle temporary and contracted staff performance and
conduct issues
c. Ensure that contracted/third-party employees have completed the required background
checks and other steps through the district onboarding process.
Employee Benefits Management
1. Administer employee benefits, disability, FSA, and life insurance programs, including enrollment,
changes, and separations, and respond to employee benefits questions
2. Maintain and manage the third-party systems and relationships
3. Manage the annual open enrollment process and qualified life event (QLE) changes
4. Review and support COBRA and ACA reporting
5. Facilitate the annual wellness screening and flu shot clinic
6. Attend benefits committee meetings as requested
7. Track and facilitate the tuition reimbursement program
Employee Relations
1. Maintain accurate employee handbooks
2. Handle employee relations issues and escalate complex matters as appropriate

3. Monitor staff attendance proactively to improve attendance and ensure compliance with CBA and
board policies
4. Assist with, or lead, investigations and fact-finding meetings
5. Assist with, or Issue discipline, or support supervisors in issuing discipline in accordance with
board policy and collective bargaining agreements
6. Manage FMLA and other leaves in accordance with board policy, bargaining contracts, IL school
code, and state and federal regulations.
7. Provide guidance to employees and managers on HR related policies and procedures, CBA
language, school code, federal and state laws, and best practices
8. Manage the offboarding process related to technology (devices, accounts, ID badges, key cards,
etc.) and complete exit meetings with departing employees
9. Implement CBA provisions such as retirement, lane changes, etc
Compliance, Record Keeping, and Reporting
1. Maintain complete personnel files and manage a process to archive personnel files
2. Prepare personnel report for board meetings
3. Track completion of performance evaluations and follow up as necessary to collect completed
evaluations from supervisors
4. Manage IMRF data collections and IDES new hire reporting
5. Respond to unemployment claims and represent the employer for hearings
6. Manage the workers' compensation process, including reporting of injuries, communicating with
the insurance carrier, and supporting the employee’s return to work
7. Assign and monitor mandatory training requirements (GCN)
Stay current and abreast of current laws and guidelines concerning HR and relevant school code changes
Performs such other tasks and assumes such other responsibilities as may be assigned. Demonstrates
professionalism, discretion, and reliability in all responsibilities, maintains a commitment to continuous
improvement, and communicates effectively while working collaboratively with staff, administration, the
Board of Education, and the community.
PHYSICAL DEMANDS AND WORK ENVIRONMENT:
While performing the duties of this job, the employee is frequently required to stand, walk, sit, and talk or
hear. The employee is occasionally required to reach with hands and arms and stoop, kneel, or crouch.
The employee must occasionally lift and/or move up to 10 pounds. Specific vision abilities required by
this job include close vision, such as to read type or handwritten material. The noise level in the work
environment is usually quiet. The employee is continuously interacting with staff.
