We are currently seeking a Medicaid Procurement Business Analyst to join our team in Little Rock, Arkansas (US-AR), United States (US). The successful candidate will work as part of a team providing Business Operations Support (BOS) for a state Medicaid Program. Working under the direction of the team manager, they will actively participate in the delivery of tasks/activities and associated deliverables. This Procurement Business Analyst will work with the client to develop request for proposal (RFP) documentation, contract amendments, business and system requirements for abroad array of software systems and services that support the Customer's Medicaid Program. The ideal candidate will possess a comprehensive understanding of administration, management, and procurement processes, procedures, and best practices. It is preferred that this candidate has experience with State Government procurement processes, and leading team efforts. Job Responsibilities Include: • Interface with state business users and vendors • Ensure procurement is aligned with the State and Federal standards • Coordinate delivery of all identified deliverables in accordance with agreed timeframes • Act as liaison with State project lead and other State procurement staff • Establish process and formats for collection of documentation to include in the procurement library • Establish and support the procurement evaluation process • Educate State staff related to process and standards for procurements • Support status report development and manage a procurement project schedule (in Microsoft Project) • Employee is expected to undertake any additional duties as they are assigned by their manager • Develop and present formal presentations to business leaders, vendors, and team members, making applicable recommendations • Participate and/or lead in the creation of presentations and other materials for end user training Required Qualifications: • Minimum 8 years of experience supporting or developing Health Care systems • Minimum 5 years of experience supporting large, complex Medicaid system implementation projects and/or Medicaid business operations • Minimum 5 years of experience supporting one or more state Medicaid Programs / MMIS, including direct experience drafting and finalizing public sector procurement documents/materials such as: Requests for Proposals (RFPs), Requests for Information (RFI), Invitations for Bid (IFB), Master Services Agreements (MSAs), and/or Task Orders (TOs) • Minimum 2 years of experience facilitating work groups and requirement gathering sessions resulting in input for procurement documents including RFPs/ITBs/RFIs • Undergraduate degree or 4 years' additional relevant experience Preferred Skills: • Experience translating Federal and State regulations into working requirements that are actionable by technical teams • Experience working with Medicaid Enterprise Systems (MES) vendors • Ability to translate between non-technical business users and technical IT resources • Experience and skill in the development and maintenance of Microsoft Project schedules • Ability to review deliverables and processes for quality and completeness • Ability to communicate succinctly and accurately in written and verbal English • Problem-solving skills with demonstrated ability to exercise mature judgment • Prior experience working with state government staff and/or consultants • PMI Certified Associate in Project Management (CAPM) or Project Management Professional (PMP) • Prior experience with Advance Planning Documents (APDs)
