Duties
You will serve as the first-level supervisor (Branch Manager) assuming a pivotal role in the management, planning, and technical direction of complex Department of the Navy projects supporting multiple Surface Ship programs.,You will effectively communicate maintaining continuous formal and informal dialogue with mid- and senior-level leaders, including those at the Flag and Captain levels.,You will articulately convey technical, programmatic, financial, and administrative efforts, ensuring that NSWC PHO leadership is kept fully apprised of project statuses, mission risks, and resource requirements.,You will lead initiatives related to strategic studies and long-range planning, ensuring that all branch tasks and tactical executions are in strict alignment with established Command and Department Strategic Objectives, missions, and core values.,You will meet all business compliance requirements, including mandatory training, DAWIA certifications, and the management of Individual Development Plans (IDPs).,You will seek process efficiencies and standardization within the Branch, Division, and Department.,You will meet financial obligation goals for all funding types and proactively manage project budgets.,You will serve an essential role in implementing Equal Employment Opportunity (EEO) policies and fostering a workplace culture characterized by civility and respect.,You will set definitive performance expectations, ensuring that mid-year and end-of-year evaluations are objective and based on established milestones.,You will act as a proactive agent for change and a driver of results across the Warfare Center Enterprise.,You will create a work environment that encourages creative thinking and transparency, regularly measuring process effectiveness and modifying procedures as necessary.,You will ensure that all programs within their purview are delivered on time and within budget, ultimately sustaining surface warfare combat system lethality and affordability.,You will ensure compliance with DoW requirements and maintain effective communication at all levels.,You will oversee acquisition activities, including conceptualization, initiation, design, development, testing contracting, production, deployment, logistics support, modification, and disposal of weapons, systems, supplies, and services.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the next lower pay band, NT-04 (GS-11/12 equivalency), in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Leading and overseeing complex surface ship projects and acquisition activities to direct technical, financial, and administrative functions, ensure compliance, communication, and strategic alignment in order to deliver mission-ready capabilities on time, within budget, and in support of organizational objectives.
