Duties
You will serve as lead advisor to the Program Manager for contracting actions, and will be responsible for advising program office staff regarding the entire process of acquiring goods and services for the program office.,You will translate program and project requirements into contracting packages, identifying deliverables, delivery schedules, contracting types, funding allocations, security requirements, and performance evaluation criteria.,You will work with the PMS 485 Budget and Finance Managers (BFM), understand program budgets, schedules, ensuring projects stay on track and within budget.,You will evaluate contractor proposals, make/advise the Source Selection Authority on contract award decisions, monitor contractor performance to ensure timely and cost-effective delivery of goods and services.,You will identify and facilitate potential solutions, and evaluate each against technical, cost, and schedule impacts to the programs to make the best recommendation based on risk analysis.,You will study, identify, and solve complex problems and develop innovative approaches to resolve identified issues.,You will interpret policy positions, make recommendations that change, interpret, or develop DoN, DoD, Federal and U.S. Code policy or programs.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the NH-02 pay band (or GS-11 equivalent) in the Federal service or equivalent experience in the private or public sector analyzing program requirements (e.g., acquisition source selection, contracting packages, contracting types, funding allocations) to support fiscal and budgetary resources for an organization. This position is covered under the Acquisition Demonstration Project (AcqDemo) personnel system. The NH-03 broadband is equivalent to the GS-12 and GS-13 grade levels. This announcement uses the Direct Hire Authority (DHA) AcqDemo for Business & Technical Management to recruit and appoint qualified candidates to positions in the competitive service. This position is covered by the Department of Defense Priority Placement Program.
