Duties
You will be responsible for BBG(X) class budgets and appropriated funding, which includes Research, Development, Test and Evaluation, Navy (RDTEN), Shipbuilding and Conversion, Navy (SCN), and Operations and Maintenance, Navy (OMN).,You will prepare financial documentation to support program acquisition planning and strategy development.,You will use Enterprise Resource Planning (ERP), Program Budget Information System (PBIS), RDOCS, PDOCS, COBRA, and other financial management systems to support document processing and budget formulation/execution for all appropriations.,You will utilize financial management systems and reports to obtain, manage, and present financial and business data to ascertain program resource posture and health for multiple appropriations (SCN, RDTEN, OMN).,You will participate in the development of financial data to respond to Congressional inquiries, and Navy, OSW, and GAO program audits on assigned programs.,You will provide analyses, verification, and justification of budget or acquisition data and ensures data traceability and consistency with program budget and acquisition history.,You will assess task planning development in support of the annual business plan for assigned programs and funding types.,You will formulate yearly program budget requirements to identify contract/procurement and other project costs within an overall program financial requirements plan.,You will prepare program financial input to status reports, Congressional Staffer briefings, FMB briefings, and related memorandums of agreement in support of assigned programs.,You will review program reports for financial status and identify trends for program financial health and problem areas in cash flow.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the pay band NH-02 (GS-11 equivalency) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: analyzing financial and budgetary data to make recommendations on the allocation of funds to management in support of ship programs. This position is part of the Department of Defense Civilian Acquisition Workforce Personnel Demonstration Project. The NH-3 broadband level encompasses positions equivalent to GS-12 and GS-13. This position is covered by the Department of Defense Priority Placement Program. Additional vacancies may be filled by this announcement.
