Duties
You will be responsible for the planning, administration and monitoring of Naval Undersea Warfare Center Division Newport (NUWC DIV NPT) technical department financial activities.,You will lead financial and program administration of the financial and budgetary details of all direct funded departmental programs in compliance with approved resource allocation and fiscal year plans.,You will identify existing and potential funding problems by employing techniques such as Cost Benefit Analysis, Total Ownership Cost analysis, and ad hoc database analysis.,You will explore program tradeoffs and alternate methods of funding.,You will participate in resource and program budget planning.,You will coordinate the administration of NUWC DIV NPT service cost centers (SCCs) financial and budgetary details including charter development and utilization rates, if applicable.,You will assure adherence to SCC financial reporting requirements; analyze and recommend corrective action where delays are apparent; and alert management to any trend or changes that may have an adverse effect on program execution, if applicable.,You will prepare and update recurring Program Management and Department financial data and reports.,You will lead the preparation of program task statements; and assure full statutory and regulatory compliance in the planning, acceptance, and execution phases of appropriated fund management.,You will collaborate with and provide support to Technical Program Managers in their fiduciary role.,You will lead the team in the formulation of budget and financial estimates for all Direct funded programs for incorporation into NUWC DIV NPT’s annual business plan.,You will participate, as subject matter expert, in various NUWC DIV NPT integrated teams.
Qualifications
TO QUALIFY FOR NT-5: Your resume must demonstrate at least one year of specialized experience at or equivalent to the NT-4 pay band (GS-11 and GS-12 equivalency) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Demonstrating knowledge and experience working with the Navy Working Capital Fund business model; performing comprehensive budget analyses, expenditure tracking, and financial data compilation and data analyses on large, complex projects/portfolio of projects, delivering accurate financial reporting and ensuring compliance with financial regulations and policies while utilizing Navy Enterprise Resource Planning (N-ERP) and Enterprise Data Warehouse (EDW). TO QUALIFY FOR NT-4: Your resume must demonstrate at least one year of specialized experience at or equivalent to the NT-3 pay band (GS-9 and GS-10 equivalency) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Demonstrating knowledge and experience working with the Navy Working Capital Fund business model, analyzing and evaluating financial data for budget forecasting, planning and execution tracking of funding expenditures in accordance with financial regulations and policies while utilizing Navy Enterprise Resource Planning (N-ERP) and Enterprise Data Warehouse (EDW). Education
TO QUALIFY FOR NT-4: In lieu of specialized experience, you may qualify with the following education or combination of both education and experience: A Ph.D. or equivalent doctoral degree; OR Three full years of progressively higher level graduate education leading to a Ph.D. or equivalent doctoral degree; OR An LL.M., if related to the position being filled; OR A combination of experience and graduate education as described above that equates to one year of experience. This position is part of the Warfare Centers Personnel Demonstration Project. The NT-5 pay band encompasses positions equivalent to GS-13 and GS-14. The salary range shown in the announcement represents all of the positions within the band, including GS-14 equivalent (high grade) positions. This is not a high grade position; therefore, the salary may be limited to a GS-13, step 10 (currently $156,715). This position is covered by the Department of Defense Priority Placement Program.
