Duties
You will serve as the Warfighting Operations PAPM in support of the PMW 160 Tactical Networks program office within PEO C4I.,You will lead a geographically-diverse team of Assistant Program Managers (APMs), Project Managers, and other personnel to support acquisition processes.,You will be responsible for the oversight of requirements definition, research and development, integration, testing, training, production, installation, contracting, budget planning and execution of assigned programs.,You will be responsible for coordinating with Fleet Readiness and Lifecycle Logistics Directorate (FRLLD), NAVWAR Competencies, Platform/Product PMW and TYCOMs/Fleet.,You will demonstrate knowledge of all policies, instructions, guides, and tools used to develop, deliver, and sustain information warfare capabilities on ship and submarine platforms (e.g., JFMM, NMP).,You will be responsible for managing cost, schedule and performance of a portfolio of acquisition efforts, lead a team of APMs and other personnel to support acquisition processes.,You will prepare program budget estimates, develop work breakdown structures, build program schedules, perform contract planning and coordinate post-award activities.,You will effectively lead, integrate, and coordinate disparate functional groups and develop a cohesive team capable of successfully handling complex problems.,You will communicate program information across the PEO and other relevant organizations to facilitate leveraging opportunities, and work across both product based and platform based programs to ensure optimal use of resources.,You will incorporate industry and government best practices to enhance efficiency and cost effectiveness, exercise civilian leadership principles in carrying out assigned duties, and coaching and counseling subordinates.,Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. Qualifications
Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or DP-03 pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Lead a large, geographically diverse team of managers and staff to develop, implement, and support complex programs. Oversee all aspects of program management, including planning, design, testing, deployment, training, budgeting, and operations. Work closely with stakeholders across the organization to ensure successful delivery and ongoing support of critical capabilities. This position is in the Personnel Demonstration Project under authority of Title VII of the Civil Service Reform Act of 1978. The pay schedule and pay band for all Demonstration Project Professional Positions will be DP-1/2/3/4. If selected, your salary will be set according to the established control point of this position which is $143,677 - $186,785 (Base $107,446-$139,684 plus 33.72% locality adjustment). n accordance with NAVWAR Echelon II compensation model, this position has been classified as a DP-04 Control Point position with a salary cap to the GS-14 Step 10 equivalent. This position is eligible for ad-hoc/situational telework at the discretion of management. This position is covered by the Department of Defense Priority Placement Program.
