Duties
You will serve as the Intelligence, Surveillance and Reconnaissance (ISR) PAPM in support of the PMW 120 Battlespace Awareness and Information Operations program office within PEO C4I.,You will be responsible for managing scope, cost, schedule and performance of a portfolio of ISR programs and projects.,You will demonstrate experience with Battlespace Awareness, Countertargeting, and Targeting, supporting data sharing and connecting Naval operational sensors, effectors, and platforms to Naval, Joint, and Intelligence Community Enterprises,You will be responsible for the oversight of requirements definition, research and development, integration, testing, training, production, installation, sustainment, contracting, budget planning and execution of multiple programs and projects.,You will prepare program budget estimates, develop work breakdown structures, build program schedules, perform contract planning and coordinate post-award activities.,You will effectively lead, integrate, and coordinate disparate functional groups and develop a cohesive team capable of successfully handling complex problems.,You will communicate program information across the PEO and other relevant organizations to facilitate leveraging opportunities, and work across both product based and platform based programs to ensure optimal use of resources.,You will incorporate industry and government best practices to enhance efficiency and cost effectiveness, exercise civilian leadership principles in carrying out assigned duties, and coaching and counseling subordinates.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or DP-03 pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Managing the scope, cost, schedule, and performance of a portfolio of Battlespace Awareness and Information Operations systems; AND overseeing the research and development, integration, testing, training, contracting, budget planning and execution of multiple programs and projects. THIS IS A DIRECT HIRE ANNOUNCEMENT. Section 1109 of the National Defense Authorization Act Fiscal Year 2020 Public Law 116-92 amended Section 9905 of title 5, United States Code (U.S.C.) to streamline and simplify certain Department of Defense civilian Direct Hire Authorities to recruit and appoint qualified candidates directly to certain positions in the competitive service in the Department of Defense. This position is in the Personnel Demonstration Project under authority of Title VII of the Civil Service Reform Act of 1978. The pay schedule and pay band for all Demonstration Project Professional Positions will be DP-1/2/3/4. The salary range shown above represents all of the positions within the pay band, including higher responsibility positions. Based on the responsibilities of this position, the total adjusted salary may be capped equivalent to GS 14 Step 10 (currently $186,785)" pay band, including higher responsibility positions. If selected, your salary will be set according to the established control point of this position which is $143,677 - $186,785 (Base $107,446-$139,684 plus 33.72% locality adjustment). This position is covered by the Department of Defense Priority Placement Program. Several vacancies may be filled.
