Duties

Analyzes facility needs with parks, develops project need statements and justifications, and identifies potential funding sources. Prepares basic project outlines and preliminary cost estimates to support project scoping and funding prioritization. Develops detailed project narratives and cost estimates; maintains proficiency with NPS facility and project management systems. Participates in the Division's project-tracking processes to provide timely project-status information to management. Verifies project requirements, validates funding-request information, and prepares pre-design documentation following NPS standards. Reviews compliance, sustainability, and code requirements using the NPS Quality Assurance Checklist. Assists in developing schematic design alternatives, prepares Class C estimates, and supports EA/EIS environmental compliance activities. Applies value-based decision-making methodologies and participates in Value Analysis processes. Contributes to design development and construction document review, including CAD drawings, specifications, and Class A/B cost estimates. Ensures integration of safety requirements in all project phases and completes required Quality Assurance documentation. Provides technical expertise to parks and Division staff; identifies when inquiries develop into potential projects and informs supervisor. Assists the Contracting Officer (CO) in developing scopes of services, IGEs, and acquisition materials for A/E design and Design-Build projects. May serve as COR during design, ensuring contractor products meet NPS requirements and coordinating technical reviews. Verifies contractor invoices, monitors A/E performance, and completes final performance evaluations. Supports pre-award activities including site visits, proposal evaluations, negotiations, and processing contract modifications. Performs COR duties during construction, coordinating with park inspectors to ensure contractor compliance and obtaining as-built documents. Completes required COR certification and maintains credentialing. Provides general program support, including committee participation, tool development, training delivery, and review of technical program documents. Assists parks with preparation of Development Advisory Board (DAB) submittals and enters project data in the Automated DAB system.

You will be required to operate a government (or private) motor vehicle as part of your official duties; a valid driver's license is required. You will be required to submit a Motor Vehicle Operator's License and Driving Record. You must also submit (within a State sealed envelope or submitted directly by the State authorities), and at your own expense, all certified driving records from all States that disclose all valid driver's licenses, whether current or past, possessed by you. You will be required to wear a uniform and comply with the National Park Service uniform standards. A uniform allowance will be provided. You may be required to work on-call, evenings, weekends, holidays, overtime and shift work. You may be required to travel overnight away from home up to 5 nights per month. Basic requirements for General (0801), Civil (0810) or Electrical Engineer (0850): Education: Degree: Engineering. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. You must include a copy of your transcripts. -OR- Combination of education and experience: college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following: 1) Professional registration or licensure -- Current registration as an Engineer Intern (EI), Engineer in Training (EIT)1, or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. 2) Written Test -- Evidence of having successfully passed the Fundamentals of Engineering (FE)2 examination or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico. 3) Specified academic courses -- Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in the basic requirements under paragraph A. The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A. 4) Related curriculum -- Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions. Qualifications Continued.......... Basic qualifications for Architect (0808): Education: Degree: architecture; or related field that included 60 semester hours of course work in architecture or related disciplines of which at least (1) 30 semester hours were in architectural design, and (2) 6 semester hours were in each of the following: structural technology, properties of materials and methods of construction, and environmental control systems. You must include a copy of your transcripts.-OR- Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the arts and sciences underlying professional architecture, and (2) a good understanding, both theoretical and practical, of the architectural principles, methods, and techniques and their applications to the design and construction or improvement of buildings. The adequacy of such background must be demonstrated by at least one of the following: Related Curriculum: Degree in architectural engineering may be accepted as satisfying in full the basic requirements, provided the completed course work in architectural engineering provided knowledge, skills, and abilities substantially equivalent to those provided in the courses specified in paragraph A. The curriculum for a degree in either architecture or architectural engineering covers function, esthetics, site, structure, economics, mechanical-electrical, and other engineering problems related to the design and construction of buildings primarily (but not exclusively) intended to house human activities. Experience: An applicant lacking a degree in architecture must have had l year of experience in an architect's office or in architectural work for each year short of graduation from a program of study in architecture. In the absence of college courses, 5 years of such experience is required. This experience must have demonstrated that the applicant has acquired a thorough knowledge of the fundamental principles and theories of professional architecture. You must include a copy of your transcripts and hours worked per week. - AND - To qualify for this position at the GS-12 grade level, you must possess at least one of the following minimum qualifications by close of the announcement: EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-11 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as: Communication and problem-solving skills in negotiating, facilitating, motivating, persuading, problem identification and resolution, conflict resolution, anticipating and avoiding problems and providing leadership to accomplish work through others for design and construction projects. Technical knowledge and experience in the fields of Engineering, Landscape Architecture, Architecture, Civil Engineering and/or Electrical Engineering with Project Management experience responsible for initiating, establishing, and controlling multiple complex design and construction projects from inception through completion. You must include hours per week worked. Credit will be given for all appropriate qualifying experience. For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 for each federal position listed as part of your application to be used to validate your work schedule and determine the amount of qualifying experience that you will be granted. An award SF-50 will not be acceptable documentation for which to consider your amount of qualifying experience. For all other applicants who are not current federal employees, your resume must state either "full-time" (or "40 hours a week") or "part-time" with the number of hours worked per week to ensure proper crediting of specialized experience. Physical Demands: The work requires some physical exertion, such as long periods of standing, or recurring and considerable walking, stooping, bending, crouching, and climbing such as in performing regular and periodic construction activities, field inspections, or to observe and study work operations in an industrial, storage, or comparable work area. Incumbent may carry light items such as books, instruments, and other similar materials. Depending on project assignments, the work may require periodic to frequent travel of up to five continuous working days and driving a motor vehicle long distance to reach remote parks. Working Conditions: The work is usually performed m an office setting. The work area involves everyday risks or discomforts requiring safety precautions typical of offices or meeting and training rooms. The incumbent maybe required to travel to work sites which can involve occasional exposure to conditions in production facilities, laboratories, or construction sites requiring normal safety precautions. The incumbent may be required to-participate in safety training such as such as fall protection, respiratory mask fit testing, or confined space entry training, as required by individual projects, to allow safe and thorough assessment of existing facilities and/or new construction. The National Park Service has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval. Documentation for the Land Management Workforce Flexibility Act (LMWFA) eligibility, You must submit ALL SF-50s and performance information for each period of temporary/term employment that qualifies for LMWFA. Performance documentation can be obtained by contacting the supervisors for the positions you served in during your 24 months. If they did not complete performance appraisals ask them to provide a statement of performance for each period of service. The statement must specify the dates for each employment period and your level of performance consistent with your SF_50s.
