Duties
As a Program Analyst your duties may include: Preparing analysis of proposed legislation, laws, regulations, policies and guidelines affecting advisory committee management Briefing NIH officials, providing advice on Federal advisory committee issues Formulating and implementing a wide range of policy and procedural material pertaining to NIH advisory committee activities Conducting assessments of automated committee management information systems Researching and preparing briefing and/or position papers
Qualifications
You qualify at the GS-11 level, if you meet one of the following qualification requirements: Completion of a Ph.D. in an accredited or pre-accredited college or university; or 3 full years of progressively higher-level graduate education leading to such a degree; or possession of a LL.M., if related; OR You must demonstrate in your resume at least one (1) year of qualifying experience equivalent to at least the GS-09 level in the Federal service obtained in either the private or public sector, performing the following types of tasks: Analyzing the effectiveness, efficiency and productivity of conventional problems involving program operations; Reviewing the effectiveness of policies and procedures related to the management and administration of financial and budgeting operations; Gathering and organizing statistical information to improve the effectiveness and efficiency of program operations; AND Drafting recommendations for modifying, revising, or implementing procedures to improve the effectiveness and efficiency of program operations; OR A combination of education and specialized experience that meets the qualification requirements for this position. You qualify at the GS-12 level, if you meet the following qualification requirement: You must demonstrate in your resume at least one (1) year of qualifying experience equivalent to at least the GS-11 level in the Federal service obtained in either the private or public sector, performing the following types of tasks: Analyzing and measuring the effectiveness, efficiency and productivity of organizational programs; Performing studies and analyses to evaluate the effectiveness of policies and procedures related to the management and administration of financial and budgeting operations; Implementing procedures to improve the effectiveness and efficiency of program operations; Recommending and implementing operations solutions to senior management. You qualify at the GS-13 level, if you meet the following qualification requirement: You must demonstrate in your resume at least one (1) year of qualifying experience equivalent to at least the GS-12 level in the Federal service obtained in either the private or public sector, performing the following types of tasks: formulating and implementing a wide range of policy and procedural material pertaining to advisory committees; researching, compiling and assimilating supporting data to prepare analyses of proposed legislation, laws, regulations, policies and guidelines affecting advisory committee management; AND researching and preparing briefings and/or position papers on administrative topics that have impact across the Federal government.
