Name of Position: Senior Consultant - Monitoring and Evaluation (M & E) Number of Position :2 Duration: One Year Location: New Delhi Type of position: On Contract Remuneration Range: Rs. 90,000/- to Rs. 1,50,000/- per month Age limit Upper limit of 60 Years as on the last date of receiving application Qualification and Experience Essential i. Masters/PG in Statistics / Health Statistics / Public Health Informatics / Operations Research / Demography / Population Studies / Economics / Social Sciences / Anthropology / Development studies / Public Health/ MBA in Health Management from recognized institutions of UGC / AICTE. ii. 5 or more years in experience of handling RCH Portal of MoHFW at National or State level. Desired skills i. High level of computer proficiency, specifically -familiarity with commonly used Windows, MS Office software and software packages. ii. Experience in designing tools and strategies for data collection, analysis and production of reports iii. Proficiency in data analysis, data triangulation, performance, knowledge of public health, State demographics, population etc. iv. Demonstrated ability to work in a multi-disciplinary team environment. v. Willingness to travel to States / UTs and districts to provide technical assistance and ability to work on different assignments simultaneously to meet the timelines for assignments. vi. Preference would be given to the candidate having experience of working with Centre/State / UT health department. vii. In-depth understanding of RCH Portal viii. Knowledge of various schemes and programs of Ministry of Health & Family Welfare Roles and responsibilities i. Understand the functional and technical requirements from the departments (Centre, State / UT and other involved stakeholders) for implementation of programme and preparation of quality and standard concept document, design documents, process flow document, implementation frame-work, guidelines, protocol and user manuals towards the requirements ii. Liaison with senior officers of the Government / Ministry to operationalize and integrate the analytical framework with existing MCTS / RCH systems iii. Undertake periodic field visits to States/UTs and districts to review MCTS/ RCH data quality, identify challenges and gaps and follow-up with the States for rectifying the errors in data iv. To provide training to State and District level officers on various aspects of MCTS / RCH portal including data reporting formats, reports and utilization of data v. To develop indicators/templates of reports/dash boards/score-cards as per requirement vi. Assist in implementing MCTS / RCH systems to monitor quality assessment, community monitoring and data triangulation and management processes vii. Identify gaps and analysis of data from MCTS / RCH portal and other standard sources for impact and implementation assessment of various programs at field level and identification of grey areas for monitoring and evaluation viii. Undertake other assignments, which may be assigned from time to time by the reporting authority. ix. Undertake field visits whenever required x. Provide training, review and implementation support for the ANMOL, Kilkari, Mobile Academy, RCH citizen portal and other applications for strengthening of the MCTS / RCH application
