Department: Skill Development & Government Projects
Job Purpose
The National Head (North India) for DDU-GKY and Skill Development will be responsible for leading, strategizing, and managing the end-to-end execution of the Deen Dayal Upadhyaya Grameen Kaushalya Yojana (DDU-GKY) and other central/state skill development schemes across the Northern/Southern states of India.
The ideal candidate will drive business growth through target acquisition, ensure strict compliance with SOPs, manage large-scale operations, maintain relationships with government bodies (MoRD, NSDC, State Skill Development Missions), and ensure high-quality training and sustainable placements.
Key Responsibilities1. Strategic Leadership & Business Development
- Define the strategic roadmap for the skill development vertical in North India to achieve organizational growth and revenue targets.
- Identify, evaluate, and pitch for new project opportunities, RFPs, and tenders issued by central ministries, State Skill Development Missions (SSDMs), and corporate CSR heads.
- Oversee the onboarding and management of Project Implementing Agencies (PIAs), training partners, and sub-contractors.
2. Project Operations & Delivery
- Oversee the complete lifecycle of DDU-GKY projects, from mobilization, training, and assessment to certification, placement, and tracking.
- Ensure all training centers in the North Indian region are set up, branded, and operationalized strictly in accordance with DDU-GKY SOP guidelines.
- Monitor regional project timelines, batch launches, and milestones to prevent any cost overruns or operational delays.
3. Compliance, Quality & Risk Management
- Ensure 100% adherence to DDU-GKY Standard Operating Procedures (SOP), statutory guidelines, and financial norms.
- Implement robust internal audit mechanisms to monitor center performance, biometric attendance, and documentation quality.
- Mitigate project risks, address non-compliance issues promptly, and handle state-level audits, inspections, and physical verifications successfully.
4. Stakeholder Management & Liaisoning
- Serve as the primary point of contact for MoRD, NABARD, NIRD, National Skill Development Corporation (NSDC), Sector Skill Councils (SSCs), and various Northern State Skill Development Missions (e.g., UPSDM, BSDM, RSLDC, HSDM).
- Build and maintain strong relationships with government officials, bureaucrats, and local administrative bodies to facilitate smooth project execution and timely release of funds/tranches.
5. Placement & Post-Placement Tracking
- Drive the placement strategy by establishing strong corporate tie-ups with industries to ensure 70% (or as mandated) sustainable placement of trained candidates.
- Oversee the post-placement tracking mechanism and ensure the timely collection of salary slips and bank statements to facilitate project closure claims.
6. Financial Management & Fund Recovery
- Manage the P&L of the skill development vertical for the Northern region.
- Ensure timely submission of project utilization certificates (UCs), claims, and invoices to government departments.
- Aggressively follow up on outstanding dues, tranche releases, and financial reconciliations.
7. Team Building & Performance Management
- Lead, mentor, and manage a large, geographically dispersed team of Regional Managers, Center Managers, Mobilizers, Trainers, and Quality Assurance executives.
- Conduct regular performance reviews and capacity-building programs for the team.
Required Qualifications & Experience
- Education: Post-Graduate Degree (MBA, Master’s in Social Work (MSW), Public Policy, Development Studies, or a related field).
- Experience: 12 to 15+ years of experience in the Skill Development sector, with at least 5–7 years in a senior leadership/national/zonal role specifically managing DDU-GKY projects.
- Geographical Expertise: Proven track record of managing large-scale skill operations and dealing with State Skill Missions in North India.
Key Competencies & Skills
- Domain Knowledge: Deep, thorough understanding of DDU-GKY SOPs, ASDMS, Kaushal Bharat Portal, and other schemes like PMKVY, NULM, and CSR skill initiatives.
- Government Liaisoning: Exceptional networking, negotiation, and relationship-building skills with government stakeholders.
- Analytical & Financial Acumen: Strong capability in managing large budgets, analyzing data, and navigating complex fund-flow structures of government schemes.
- Leadership: Ability to lead diverse, multi-state teams under tight deadlines and high-pressure environments.
- Communication: Excellent verbal and written communication skills in both English and Hindi.
- Travel: Willingness to travel extensively across North India for center inspections and government meetings.
