ORGANIZATION BACKGROUND
Founded in 1908, the National Governors Association is the bipartisan organization of Governors from the 55 states, territories and commonwealths. NGA�s mission is to share best practices, address issues of national and state interest, and drive innovative solutions that improve state government and support the principles of federalism.

NGA�s Center for Best Practices is the policy and research arm that helps Governors develop and implement solutions to public policy challenges. NGA�s Government Relations group assists in ensuring the voice of Governors are heard in Congress, and the Executive Branch and NGA�s Communications team collaborates with Governors� offices to amplify bipartisan messaging and strategy.

Throughout the year, NGA convenes Governors and senior advisors for meaningful discourse, problem-solving and thought leadership.

KEY RESPONSIBILITIES OF THE LEGISLATIVE ASSOCIATE
The Legislative Associate will assist in developing and coordinating fast-moving policy strategy in support of Governors� federal priorities. The Legislative Associate will assist in the planning, coordination, and direction of programs and daily operations of the government relations team. The Legislative Associate must have knowledge of state and federal policy areas, relevant legislation, programs, and federal programs. The position will have direct interaction with Governors� staff, congressional offices and the Administration. This team member will be expected to be full-time in Washington, DC.

Other important responsibilities of the Legislative Associate include:

  • Serve as a representative of NGA to Governors� office, Congress and the Administration;
  • Identify emerging public policy issues;
  • Support development and execution of government relations strategies related portfolio;
  • Track and monitor legislation and regulations on issues that are of importance to states and territories;
  • Support lobbying/advocacy efforts related to NGA�s three Governor-led Task Forces;
  • Analyze federal legislation and regulations for the impact it will have on states and territories;
  • Draft informational materials for Governors� offices and advocacy materials for presentation to policy makers to include letters, statements, policy memos, talking points, speeches, presentation and op-eds;
  • Conduct research related to Governors� policy priorities and pending federal action to support advocacy efforts on behalf of Governors;
  • Collaborate with other organizations to find ways to partner that will amplify NGA�s advocacy efforts;
  • Provide support for all team meetings, briefings, teleconferences and events;
  • Demonstrate a commitment to NGA�s mission and goals to constructively serve the needs of all
  • Governors; and
  • Other duties as assigned by Director, Government Relations.

QUALIFICATIONS
Candidates should have a bachelor�s degree, preferably in political science, public policy or a related field. Minimum of two years� work experience and substantive capacity supporting Governors/federal offices. Experience on Capitol Hill strongly preferred or familiarity and experience with federal legislative process. Experience working with Governors, working in federal or state agencies or non-profit organizations is preferred.

The ideal candidate will have demonstrated ability to:

  • High degree of integrity and confidentiality in handling and processing information of a highly sensitive and critical nature;
  • Strong research and analytic skills;
  • Effectively communicate in writing, orally, and social media;
  • Work independently, set priorities and handle multiple issues at the same time;
  • Proficiency with Microsoft Office (Outlook, Word, PowerPoint) and strong attention to detail;
  • Effectively interact with a wide range of constituencies;
  • Strong interpersonal and facilitation skills to facilitate discussion and build consensus;
  • Willingness to work weekends and late evenings as needed;
  • Ability to assume responsibility and take independent action and to work in a fast-paced and high-profile policy environment;
  • Collaborate and work in a team environment; and
  • Travel, as necessary.

COMPENSATION
Salary Range: $70,000 - $75,000 annually. The salary range represents a good faith estimate of the lowest to the highest salary for this position at this time. The final salary offered will be based on qualifications and experience.
