About the role

Position Summary:

The Maintenance Program Manager is responsible for overall management and governance of the site maintenance programs, including the Computerized Maintenance Management System (CMM), preventive maintenance (PM) program, and maintenance performance monitoring. The position provides leadership, direction, and oversight to ensure maintenance programs are implemented effectively and support safe, reliable, and compliant facility operations.

The role establishes program expectations, monitors program health, evaluates performance indicators, and ensures maintenance program requirements are implemented in accordance with contract requirements, site procedures, and applicanle regulatory expectations.

The Maintenance Program Manager works closely with maintenance management, planning and scheduling personnel, engineering, operations, and support organizations to ensure maintenance program oversight, performance monitoring, and continuous improvement rather than routine system administration.

Major Duties & Responsibilities:

Include, but are not limited to:

  • Provide overall leadership and governance of maintenance programs including the preventive maintenance program, CMMS administration, and maintenance performance monitoring.
  • Establish program expectations, standards, and processes that support effective maintenance work management and asset reliability.
  • Oversee administration and configuration of the site Computerized Maintenance Management System (CMMS) and ensure the system effectively supports maintenance work control processes.
  • Provide direction to personnel responsible for CMMS administration, maintenance data management, and preventive maintenance program support.
  • Ensure preventive maintenance program requirements are established, maintained, and monitored to support equipment reliability and facility operations.
  • Monitor preventive maintenance program performance including PM compliance, delinquency trends, and PM deferrals.
  • Ensure maintenance metrics and performance indicators are developed, maintained, and used to evaluate maintenance program effectiveness.
  • Review and analyze maintenance performance data to identify trends, emerging issues, and opportunities for improvement.
  • Provide maintenance performance reports and program status updates to maintenance leadership and senior management.
  • Evaluate maintenance program implementation through periodic program reviews, assessments, and data analysis.
  • Benchmark maintenance program practices against other Department of Energy sites and industry best practices to identify opportunities for improvement.
  • Support development and implementation of improvements to maintenance work management processes and maintenance programs.
  • Ensure maintenance program implementation complies with contractual requirements, site procedures, and applicable regulatory expectations.
  • Support internal and external assessments, audits, and reviews related to maintenance programs.
  • Provide subject matter expertise on maintenance program implementation during operational reviews, readiness reviews, and program evaluations.
  • Support coordination between maintenance, engineering, operations, and planning organizations to ensure maintenance programs effectively support facility operations.
  • Provide guidance and mentoring to maintenance personnel involved in CMMS use, maintenance program implementation, and maintenance data management.
  • Support the Maintenance Director with programmatic initiatives, maintenance strategy development, and continuous improvement activities.
  • Perform other program oversight and support activities as assigned by the Maintenance Director.

Education & Experience:


  • A Bachelor's degree in engineering, industrial technology, maintenance management, or a closely related field and at least five (5 ) years of relevant experience. Per DOE O 426.2, must have a bachelors degree and 4 year of nuclear experience.
  • Experience supporting maintenance organizations, maintenance programs, or maintenance management systems in an industrial environment.
  • Experience working with Computerized Maintenance Management Systems (CMMS) such as Maximo, SAP PM, Infor EAM, or similar enterprise systems.
  • Experience evaluating maintenance performance metrics and maintenance program effectiveness.

Preferred Qualifications:

  • Experience supporting maintenance programs within the Department of Energy; The National Nuclear Security Administration facilities, or other highly regulated industrial environments.
  • Experience overseeing preventive maintenance programs and performance monitoring.
  • Experience conducting maintenance program assessments or benchmarking activities.
  • Experience supporting readiness reviews, program reviews, or regulatory audits.
  • Knowledge of maintenance work management processes used in complex industrial or
  • nuclear facilities.
  • Experience developing maintenance performance dashboards or management reporting
  • tools.

Knowledge, Skill, & Ability:

  • Advanced knowledge of maintenance program governance, including preventive maintenance (PM) programs, maintenance performance monitoring, and CMMS-supported work management processes.
  • Advanced knowledge of Computerized Maintenance Management Systems (CMMS) such as Maximo, SAP PM, Infor EAM, or similar enterprise asset management systems.
  • Advanced knowledge of maintenance work control processes, including planning, scheduling, and execution within industrial or DOE-regulated environments.
  • Advanced knowledge of maintenance performance metrics (e.g., PM compliance, backlog management, equipment reliability indicators) and their application to program effectiveness.
  • Advanced knowledge of regulatory and contractual requirements applicable to maintenance programs in highly regulated environments (e.g., DOE, nuclear, or environmental remediation).
  • Advanced knowledge of data analysis techniques used to evaluate operational performance and identify trends and improvement opportunities.
  • Skill in analyzing maintenance performance data and translating findings into actionable program improvements.
  • Skill in development and oversight of maintenance performance dashboards, metrics, and reporting tools.
  • Skill in CMMS configuration oversight and ensuring system alignment with maintenance processes (not transactional administration).
  • Skill in evaluating maintenance program effectiveness through assessments, benchmarking, and performance reviews.
  • Skill in coordinating cross-functional teams (maintenance, engineering, operations, planning) to support program implementation.
  • Skill in mentoring and guiding personnel on CMMS utilization, maintenance processes, and program expectations.
  • Skill in preparing and presenting maintenance program reports to leadership and stakeholders.
  • Skill in identifying process gaps and recommending improvements to maintenance work management systems.
  • Ability to lead and provide governance over maintenance programs with broad organizational impact.
  • Ability to analyze complex operational data sets and develop practical, data-driven solutions.
  • Ability to establish program standards, expectations, and performance measures.
  • Ability to work independently with minimal oversight while managing multiple program priorities.
  • Ability to influence and collaborate across functional groups to drive program improvements.
  • Ability to support audits, assessments, and regulatory reviews with defensible documentation and program insight.
  • Ability to think strategically about maintenance program effectiveness and long-term asset reliability.
  • Ability to communicate clearly and effectively with both technical and non-technical stakeholders.
