Asia Sub- Contract Manager:
With a strong understanding of internal and external customer requirements, the Sub Contract Manager – Outside Processing (OSP) is responsible for the management of suppliers in the outside processing commodity(Aerospace Special process). As the primary interface between Moog, Moog’s Tier 1’s and the OSP suppliers, the Sub Contract Manager is responsible for defining, integrating, coordinating and program managing supply chain requirements for the assigned supplier/program.
As a Sub-Contract Manager, you will be Responsible for…
1. The management of multiple subcontracts or strategic agreements to achieve the needs of our internal and external customers. This includes the effective use of program/project management processes and tools to manage subcontract requirements including risk, cost, schedule, technical, quality, approvals and other contractual requirements.
2. Lead effective cost management for the complete OSP order book in the Asia region, with activities such as ensuring batch sizes are optimized for cost, expedite fees are minimized and managed.
3. The scope of subcontract management may include supporting source selection activities as well as the development and execution of subcontract management plans for complex development and production subcontract requirements.
4. Relationship management of key OSP supplier partner(s) that have a high level of strategic importance. This requires a high level of effective collaboration between Moog sites and the supplier to achieve a customer focused partnership relationship.
5. Assessment and monitoring of supplier performance across the full end to end value stream. This includes but is not limited to management of supplier material lines of balance, supplier sub tier management and supplier capacity/capability assessments. Reports on subcontract performance to senior leadership, and where applicable the Sector program team using standard supply chain metrics.
6. Collaborating with all functions of the Supply Chain organization as well as other functions to support the overall business needs. The incumbent provides subcontract management subject matter expertise to other members of the team.
7. Identifying and leading improvement opportunities, including the deployment of supplier and joint improvement projects.
8. Supporting the Strategic Sourcing team with the development of Subcontractor Statement of Work and other subcontract activities including the evaluation of Subcontractor proposals including cost and pricing analysis.
9. Point of escalation for Moog’s Tier 1 suppliers when they encounter issues with Moog approved OSPs
10. Collaborating with the other functions of the Supply Chain organization to develop negotiation strategies and lead negotiations for changes in subcontract requirements, maintaining all required subcontract records.
11. Ensuring subcontract compliance with company policy and procedures. Responsible for understanding and applying, as appropriate, REACH, AEO, Technical Assistance Agreements, Manufacturing License Agreements and Import/Export regulation and co-ordinate with Moog internal subject matter experts for driving resolutions.
12. Managing the on-boarding of new OSPs in Asia as required to support Moog business needs
13. Ability to set and manage KPI’s, SLA’s and metrics with the suppliers.
14. Regular business travel. As the Supply Chain organization supports multiple global sites across different time zones, the need to be flexible with working hours will be necessary when required.
Minimum Qualifications to be considered…
1. A Bachelor’s degree in Engineering.
2. 10+ years of relevant experience related to the management of programs or complex contracts.
3. Demonstrated business acumen, with the ability to engage and influence the right organizational resources and behaviors to effectively identify, mitigate and resolve Supply Chain issues.
4. Demonstrated knowledge and experience in problem solving, continuous improvement and lean principles is highly desirable.
5. Proven capabilities in managing and working collaboratively within a multicultural geographically dispersed environment.
6. Strong communication skills are required in the form of written, verbal and formal presentation.
7. Knowledge and experience of working with contractual and legal requirements as they pertain to procurement is a plus.
