About the Department



The Adult Services Manager plans, organizes, and oversees the County’s adult and senior services programs within the Health and Human Services Department, including Adult Protective Services, In-Home Supportive Services, Senior Services, and Public Guardian/Administrator functions. This position provides leadership and supervision to multidisciplinary staff, ensures compliance with federal and state regulations, and drives program quality through data analysis, reporting, and continuous improvement efforts. Serving as a key member of the department’s executive team, the Adult Services Manager contributes to strategic planning, policy development, and budget oversight, while also representing the County with community partners, state agencies, and the Board of Supervisors. The role requires strong judgment, operational leadership, and a commitment to serving vulnerable populations in a rural community setting.

The ideal Adult Services Manager is an experienced, forward-thinking leader with deep expertise in Adult Protective Services, Public Guardian/Administrator functions, In-Home Supportive Services, and related adult and senior programs. This individual brings a strong track record of leadership in public social services, including supervising multidisciplinary teams, fostering accountability, and supporting staff development. They are skilled in managing complex operations with sound judgment and independence, and have demonstrated success in data-driven program improvement, including analysis, reporting, and implementation of system enhancements. The ideal candidate communicates effectively with diverse audiences, builds strong relationships with community partners and state agencies, and confidently represents the department in public settings. They contribute at a strategic level, with an understanding of policy and fiscal impacts, while remaining adaptable and committed to continuous learning in a changing regulatory environment. Grounded in collaboration and community focus—particularly within a rural setting—they bring integrity, empathy, and a deep commitment to serving vulnerable populations. Flexibility is essential, including the ability to participate in on-call rotations and respond to emergencies or disaster service needs.

The Region

Mono County is a rural region with a dynamic community of 13,000 residents located in the eastern side of California’s Sierra Nevada range. Development is increasing in the area due to the consistent growth of the town of Mammoth Lakes. Other Qualifications

MINIMUM QUALIFICATIONS REQUIRED

Education and Experience: 
Any combination of experience and training that would provide the required knowledge and abilities is qualifying. A typical way to obtain the required knowledge and abilities would be:
-Four (4) years of full-time progressively responsible professional experience working in a public Adult Protective and or Public Guardian Services program, including one (1) year in a management or supervisory capacity.
-A master’s degree in social work or a related field from an accredited college or university is highly desirable. 

License or Certificate: 
-Possession of, or ability to obtain, a California driver's license.
-Certification by the California Association for Public Administrators, Guardians and Conservators working within California must be obtained within two years of employment in the position.
-Disaster Service Workers: All Mono County employees are designated as Disaster Service Workers during a proclaimed emergency and may be required to perform certain emergency services at the direction of the department and / or County.

Additional Requirements:
Travel, including driving, within and outside of Mono County will be required for meetings and training.
